Since the reform and opening up,one of the main characteristics of population migration in China is that a large number of people in rural areas migrate to urban areas.A large number of rural residents migrate from the countryside to the city in order to realize their own value, obtain higher labor remuneration and enjoy better quality of social public service resources. In the process of population migration, urban areas have developed rapidly because of the large amount of population capital and economic capital, while rural areas have widened the gap with urban areas because of the large loss of population and capital.Today, with the development of urban construction in China, the urbanization of human beings attaches great importance to the integration of urban and rural development, which not only covers the rational transfer of population in rural areas, but also covers the continuous strengthening of infrastructure in small and medium-sized cities and towns. Therefore, based on the theory of urban-rural dual economic structure, the theory of cyclic accumulation causality, the theory of population migration, the guiding ideology of China's new urbanization construction and the guiding ideology of household registration system reform, and drawing on the research of many scholars on urban-rural disparity, new urbanization, population migration and the relationship among them, the paper studies the urban-rural disparity in Liaoning Province from 2005 to 2016.The impact of new urbanization level on the scale of net population migration is analyzed.Firstly, the index system of urban-rural disparity and new urbanization level is established, and the index weight and comprehensive score are calculated by using the entropy method. Then, the spatial agglomeration characteristics of urban-rural disparity and new urbanization level in Liaoning Province are studied by using the hot spot analysis method. Finally, the regression model of the impact of urban-rural disparity and new urbanization on the scale of net migration of population is constructed by using panel data method. The following conclusions are drawn:The gap between urban and rural areas in Liaoning Province shows a general trend of narrowing in time sequence. The speed of narrowing is fast and then slow. The turning point is between 2010 and 2012.The urban-rural gap is the largest in the rural areas. The urban-rural gap in Liaoning Province gradually presents the characteristics of circular spatial agglomeration extending from the hot spots around to the cold spots in the central region. The level of new urbanization in Liaoning Province shows a general trend of fluctuating and rising in time sequence. Its development speed is first fast and then slow.In terms of spatial agglomeration characteristics, the hot spots are surrounded by semi-circular cold spots in 2005,and the hot spots are surrounded by East and west sides of cold spots in 2016.The population migration in Liaoning Province does not show obvious spatial agglomeration characteristics in space. Most areas of Liaoning Province are population migration areas, and the number of population migration areas shows a change law of decreasing first and then increasing. And urban areas and agricultural-related urban areas are the main population migration areas, and county-level cities and agricultural counties are the main population migration areas.According to the results of panel data model, the impact of urban-rural disparity and new urbanization on population migration in Liaoning Province is analyzed from five regional perspectives: Liaoning Province as a whole,Liaoning urban areas,agricultural-related urban areas,county-level cities and agricultural counties. Finally, combined with the theoretical and empirical analysis, this study puts forward the following suggestions for Liaoning Province's future population policy and urban and rural construction: first,to optimize the industrial structure and develop the emerging economy;second,to relax the policy of settling down and increase the intensity of introduction;third,to increase the proportion of rural expenditure appropriately and increase public financial expenditure rationally;fourth,to scientifically formulate spatial planning and rationally implement the relocation.Relocation works.
