Problem Analysis And Strategy Study Of Population Transfer During New Urbanization Process

The new-type urbanization is basically characteristic of urban and rural development, urban-rural integrated, industry-urban interaction, economical and intensive development, ecological and livable city and harmonious development. It is also characterized by the promoting and developing together mutually among large cities, small towns and new rural communities. It is also helpful to reduce the pressure and urban disease of big cites by the guidance of the population transfer from big cities to small towns and new rural communities. However, the truth is that there is no enough attraction for the people who stay in small towns and new rural communities because they want go to big cities such as Beijing, Shanghai and Guangzhou. Therefore, the problem urgently needed to be solved in the new urbanization process is how to guide they move to small towns and new rural communities to live, work and develop.This paper took Caojie street, Hechuan district, Chongqing as an example to analyze the background, situation and problems of the population transfer in the new urbanization and industrial park construction process. The research showed that the registration system of the urban and rural areas revolution should be deepened. Employment condition, infrastructure and public service should be improved to realize population transfer in the small town with modern features. Western hinterland should create updated version of the industrial park in the industrial transfer process which is the new modern complex of small towns. It is believed that these measures are measures are affective to attract local people to work and exotic laborers to stay. The construction process of the new complex of small towns should pay attention on the following aspects. Firstly, the houses, infrastructure and service industries are necessary to be assorted and improved based on the industrial park. Secondly, education, culture, medical treatment public health transport and social insurance should be guaranteed so that the new complex of small towns with native characteristic and modern feathers can be built. People can work, live, buy what they want, travel and recreation in the towns. The new complex of small towns can increase its attraction and cohesion to guide the population transfer positively so that to ensure the reasonable distribution of the population.
