Vocational schools have made outstanding contributions to the education system,but at the same time,they are influenced by their system.In the performance management and evaluation of vocational school departments,they show concern for teachers' moral ability and educational and teaching achievements.At the same time,in the performance evaluation of vocational schools,there are still some problems,such as backward evaluation methods,single evaluation index and imperfect evaluation system.These problems affect the effective development of education and teaching in vocational schools,the realization of strategic goals of vocational schools and the steady development of the profession.Based on the problems in the performance evaluation of vocational schools in the current period,according to the development trend of performance management in our education system and the actual needs of vocational school management,this paper uses the method of literature,case study and theoretical analysis.Through the analysis of the current situation and existing problems of teaching department performance evaluation in secondary vocational colleges,the performance evaluation system of balanced scorecard is obtained.Through the research,the current performance evaluation system of teaching department in secondary vocational colleges and universities is perfected.The purpose of promoting the management effect of teaching department in colleges and universities.The research suggests that the management method of balanced scorecard can be introduced into the reform of the performance evaluation system of the department of teaching department in secondary vocational colleges.Firstly,the index selection and weight division of the balanced scorecard are determined from the macroscopic level of the school department.Through the method of expert scoring,the index content of the department level of education department is set up,and the performance management system of balanced scorecard covers four aspects: finance,internal business,customer,learning and growth,finally,the performance management system covers four aspects: finance,internal business,customer,learning and growth.Especially highlight the secondary vocational colleges for the enrollment rate,employment rate and employer satisfaction.Besides designing the examination system of balanced scorecard,it is necessary to evaluate the process and the concrete evaluation.In order to ensure the full effect of performance management of balanced scorecard,the detailed management,especially the plan making,communication management and the application of results after assessment,are paid attention to in detail.Besides the macro design of balanced scorecard,this paper takes Chongqing W secondary vocational school as a case to analyze the feasibility,typical experience and existing problems of applying the performance appraisal system of balanced scorecard in its education department.It is shown that research guides practice,finds problems in practice,and improves the research system.
