Disabled children are relatively peculiar among socially disadvantaged group,How to provide better education welfare is the top priority to solve the problem of education for disabled children.This does not only concern the practice of compulsory education but also the guarantee of rights for disabilities,and more importantly,the consideration of the effectiveness of local government's public management.The development of disabilities education is based on the early education of disabled children.Because the education quality for disabled children is related to the guarantee of basic living conditions premise for disabled children,whether they can obtain genuine education welfare;share the achievements of social civilization progress;become more confident;better integrate into society;achieve greater value of life.This study aims at disables school children of Urumqi,diagnoses different circumstance of disabled children:education situation,special students in regular class situation,recovery education situation and the education welfare demand and satisfaction.The study also provides objective and genuine inadequacy of Urumqi disable children education and analyses influence factors of disabled children education welfare through well-aligned logistic regression model:infrastructure for special education,conditions of running a school,the lag behind of preschool education development,the maintain of start-up stage for inclusive education,the weak special education faculty and the inadequate laws and regulations.This article offers effective discussions and suggestions to improve Urumqi disabled children education welfare based on successful examples and implements of international laws and regulations.The main body supply for disabled children education welfare is diversified,which needs combinative support of the government,school,community,family and the third party social force.It is hard for disabilities to build prosperous life if their earlier education is not taken into consideration,neither can they better adapt to society.For this purpose,to complete disabled children education welfare system,promote harmonious and orderly development disabilities education is fundamental for building the lasting political stability of Xinjiang and achieving 'China Dream'.
