Study On The Status And Strategy Of The Construction Of Characteristic Sports And Leisure Towns In Shanghai

The state has taken new-type urbanization as a powerful engine and strategic focus to unleash the potential of domestic demand,and major development has been achieved in characteristic towns.The next 20 years will be a golden period for the development of the sports industry.The characteristic towns of sports and leisure will become a new force among the characteristic towns and develop rapidly.The characteristic towns will become a powerful support for the sports industry.In 2016,the ministry of housing,urban-rural development,national development and reform commission and the ministry of finance jointly issued the "notice on the cultivation of characteristic towns",which means that the declaration of characteristic towns can be carried out nationwide.In 2017,the general administration of sport of China issued the notice on promoting the construction of sports and leisure characteristic towns,which proposed to support the construction of a number of sports and leisure characteristic towns with distinctive sports characteristics,strong cultural atmosphere,industrial agglomeration and integration,good ecological environment and benefiting people’s health.At present,the construction and operation of sports and leisure characteristic towns are in the initial stage.In the following opportunity period when crossover,cooperation and operation become the main theme,the theory needs to be sublimated,and then the practice can be guided.Based on this,this study in Shanghai fengxian bay town in sports leisure characteristics on the basis of the practice,combining theory with practice,by using the literature material law,questionnaire survey method,interview method,field observation research methods,such as,about the present situation of the construction of sports leisure characteristic town in Shanghai,difficulties and strategies are studied,draws the following conclusions:First,develop the sports leisure characteristic town is a new mode of into the middle space development of urbanization,the problems of the quick development of urbanization in our country,the demand of the sports leisure characteristic town will be "human" and the ecological concept into new construction in the whole process of urbanization,is of great significance to promote the construction of the new urbanization.At the same time,the town has been endowed with new industries such as leisure tourism,cultural construction,health maintenance and old-age care,and modern agriculture,which has become a new way to promote the diversified development of industrial functions.The sports leisure characteristic town is a new demonstration area to implement the national fitness development and carry out sports poverty alleviation.Second,Shanghai sports and leisure characteristic town adopts the working mechanism of "one town,one policy",combines local resources,sports industry and existing facilities,reflects its own advantages and industrial characteristics to establish the development orientation.Top-down,multi-level linkage to jointly promote the implementation and construction of the work.Relying on their existing industries,resources integration and cooperation with project enterprises,the four small towns will promote the construction of sports and leisure characteristic towns in an orderly manner.Thirdly,the status quo of haiwan town in fengxian district is analyzed from both positive and negative aspects.Including its remaining defects,such as "characteristic" content and leading industry is not prominent,insufficient merge with other functions,special facilities such as lack of localization is also facing a lack of policy support and incentives,and coordination between the government and the enterprise project is not smooth,land,talents security elements such as the external environment,such as lacking.Fourthly,the characteristic sports and leisure town of Shanghai should take "new,special,physical,harmonious and green" as the construction idea,innovate the development concept,strengthen the shaping of characteristics,do sports and leisure well,integrate multiple elements and establish the ecological concept.We should pursue a characteristic and innovative path that is "guaranteed by policies and systems,linked by government-enterprise cooperation,driven by innovation,and based on industry".Therefore,the government should transform its functions,strengthen the approval and construction of characteristic towns with preferential policies,and improve the guarantee mechanism and monitoring and evaluation system of characteristic towns for sports and leisure.Give full play to the leading role of the market,by the strength of the enterprise as the leading core,to carry out relevant industrial chain,public supporting content.On the basis of guarantee mechanism,supporting facilities,capital,land,talent and other elements,coordination among all parties should be carried out to give full play to their own advantages,revitalize various resources and develop the sports industry.Through innovation,development characteristics,to meet the diverse needs of the masses,promote the construction of sports and leisure characteristics of small towns.
