Research Development Strategies Of Towns With Sports And Leisure Characteristics From The Perspective Of Precision Poverty Alleviation

Under the background of precision poverty alleviation policy,the State Council Poverty Alleviation Office of the CPC Central Committee and the State Sports General Administration proposed to carry out the project of poverty alleviation by sports and the deep integration of sports and poverty alleviation,so as to change the face of poverty in the backward areas.In May 2017,the State Sports Administration issued a public announcement on the construction of small towns with sports and leisure characteristics.The provinces and municipal governments across the country responded positively and quickly set off a nationwide upsurge of building small towns with sports and leisure characteristics.In the light of the policy of precision poverty alleviation,the small town of sports and leisure is the new direction of the development of sports industry,and it is a new breakthrough in the development of the poverty alleviation in China.According to the local sports poverty alleviation policy,the characteristic small town with sports leisure as the theme is integrated with the sports industry,sports culture,sports tourism,etc.,to achieve industrial agglomeration,improve the living standard of residents in poor areas,and provide jobs for local residents.We will increase the income of the masses and comprehensively promote the development of regional economic and social undertakings.Sports and leisure characteristic town as an emerging thing,although achieved some results,but in planning,construction,operation and so on,there are still many problems to be solved.This paper takes the development strategy of sports and leisure characteristic town as the research object,using the methods of literature,expert interview,case analysis and so on,from the point of view of accurate poverty alleviation,to collect and sort out the great papers of sports and leisure characteristic small town.This paper studies the planning and construction of small towns,infrastructure,key business forms,development status,operation and management,etc.,and deeply understands the actual development of small towns with sports and leisurecharacteristics,and analyzes the existing problems and reasons of small towns.Finally,on the basis of the accurate poverty alleviation policy,draw lessons and summarize the experience,put forward the corresponding development countermeasures,hoping to provide a feasible development strategy for the small town.As a result of the research,the following conclusions were drawn:1.The small towns with sports and leisure characteristics have contributed to the fight against poverty in China,promoted the cross-border integration of sports industry and culture,health,leisure and other related industries,created the value chain of sports characteristic industries,and promoted the local economic and social development of small towns.It has raised the income level of residents and promoted the rapid development of regional economic and social undertakings in poverty-stricken areas.2.The small towns with sports and leisure characteristics have shortcomings in the areas of industrial integration,infrastructure,service system,publicity and brand promotion,and the relevant systems are not perfect,and they have not formed a good operating mechanism and a good governance system.To restrict the development of small towns with sports and leisure characteristics,countermeasures must be put forward to prevent and solve these problems.3.Sports and leisure characteristic town needs scientific planning,reasonable exploitation of natural resources,not blind construction,carrying forward cultural connotation,combining sports,sports events,culture,tourism to create a small town business card.4.The good development of small towns with sports and leisure characteristics needs to cultivate multiple market participants to participate in the construction of small towns with characteristics,adopt the PPP financing model,and at the same time introduce and cultivate talents,improve the level of service,and enhance the ability of operation and management.Increase publicity and branding to make small towns more competitive.5.The development of small towns with sports and leisure characteristics requires the government to strengthen management support,improve relevant policiesand regional infrastructure construction,form service circles and industrial chains,grasp the precise overall plan for poverty alleviation,and adhere to the road of tackling poverty through sports.To help our country to fight poverty.
