A Research On The Role Of Government In The International Cooperation Of Technician Education In Guangzhou

Guangzhou is one of the earliest open-door port cities and foreign trade cities in China,with a history of more than 1000 years of foreign trade.Especially since the Chinese economic reform,Guangzhou has developed an export-oriented economy and attracted a large number of foreign capital by virtue of its geographical advantages of being close to Hong Kong and Macao,facing the Pacific and India ocean and tens of millions of overseas Chinese.It has rapidly become the region with the highest degree of economic internationalization and externalization in China,and Guangzhou has also become the preferred place for foreign enterprises to invest.According to statistics released by Guangzhou Statistical Bureau,in the past five years,the total import and export volume of Guangzhou accounted for nearly 50% of the annual GDP.The scale of foreign investment and foreign investment both increased at a rate of nearly 10%.The state gives Guangzhou the National Central City,the orientation and goal of building an international shipping center,an international logistics center,an international trade center and a modern financial service system.It also carries out the construction of China's free trade pilot area(Nansha area)in Guangzhou and the construction of "Guangdong,Hongkong and Macau Bay Area".Guangzhou is also China's "one belt and one road" in china and the bridgeheads facing south Asia and Southeast Asia.Since entering the new era,Guangzhou has actively constructed the industrial layout of advanced manufacturing,modern service industry and emerging industries,built an international consumption city,built an international convention and Exhibition Center and an international capital accumulation highland.Guangzhou's urban development orientation,economic development and industrial upgrading objectives require Guangzhou to cultivate a large number of international skilled personnel with international vision,mastery of international technical standards and advanced technology,and use of international advanced equipment.Guangzhou technical education is the main position to train skilled talents for the economic development and industrial upgrading of the region.International cooperation is the main way to train skilled talents in mechanic education.Technical education is an education of the people's livelihood and a quasi-public product,and the effective management of the government is the main factor to promote the goal of training high-skilled talents.Therefore,this paper analyzes the necessity and important role of the Guangzhou government in the international cooperation of management technician education by using the theory of public management and combining with the knowledge of economics,management,administration and sociology,and points out the following problems existing in the international cooperation of management technician education of the Guangzhou government at this stage: 1.Government management lacks a clear legal basis;2.unfair "talent treatment" and enrollment policies hinder the cultivation of skilled personnel;3.lack of international cooperation policies and management,the level of cooperation is not high;4.insufficient internal driving force of international cooperation,simple model;5.weak international cooperation resources,slow efficiency,and analysis of the causes of these problems.Reasons for birth.Based on the typical experience at home and abroad and some international cooperation projects in which the government participates,this paper puts forward policy and action guidelines for the international cooperation in management of technician education in the new era,including overall planning,management system and mechanism,policy formulation and implementation,policy publicity and resource allocation.Cooperation provides useful reference for the government to better achieve administrative objectives to provide a strong grasp,enrich the application of public management theory scenarios.
