With the advent of the knowledge economy,talent has increasingly become an important factor which a country to achieve their strategic objectives.Competition in comprehensive national strength is ultimately a talent competition.As the cradle of college personnel training,education quality directly affects the level if quality of teachers,but also related to the development of university itself.Teacher performance appraisal is an effective way to measure teachers' job performance and to improve the quality of higher education.At present,most universities have formed a set of teacher's work performance appraisal system,and established a corresponding evaluation index system,but it lack of guidance of scientific theory overall,and the index system is not perfect,there are still various kinds of drawbacks.Teachers are special occupational groups,as a result of the long-term and hysteretic performance;it is difficult to make assessment.Therefore,it's a major issue of the university human resource management to establish an effective performance appraisal system of university teachers.Based on the literature review and relevant theories,the essay analyze the status of Xinjiang Agricultural University's' teachers performance evaluation,and research the existing performance appraisal index system,to the United States,Japan and other countries of the performance evaluation of colleges and universities are studied,the performance evaluation indexes of the relevant domestic scholars on the theory of the screening to select and analysis,With 360-degree evaluation method,and combined with fuzzy comprehensive evaluation method of teachers' quality,teaching quality assessment of qualitative indexes,etc.From teaching,scientific research,and personal attributes to three aspects of assessment indicators,using the analytic hierarchy process(ahp)to determine the index weight,build xinjiang agricultural university teachers performance appraisal system,and according to the assessment results,proposed the establishment of teacher performance appraisal institution,introduce incentive theory as the basis of performance appraisal,performance appraisal training,establish perfect network information system,such as policy recommendations.
