Education is not only the important part of a country, but also that is able to influence the long-term development of important factors, therefore, in the development of a country’s economic education occupies a very important position, at the same time, the key to the education subject is a teacher, which is the carrier of education in colleges and universities, is the cradle of training talents. Therefore, the quality of higher education of talent, is crucial to the quality of the high and low, in other words, the quality of higher education is directly related to a country’s future. So, teachers as the main body of education is institutions of higher learning, its quality has a direct impact on the quality of higher education.University teachers performance appraisal, mainly is the evaluation and promote the teachers’ job performance, main measures to improve the quality of higher education. In recent years, our country is becoming more and more attention to teacher performance appraisal work of colleges and universities, and to specify a series of corresponding evaluation index system, however, the overall lack of scientific method as the appraisal of guidelines, as a result, many of the problems existing in the current index system, evaluation still exists shortcomings in our work. Shenyang university of technology is a stick to education for this, based on the regional economy and national defense industry, give priority to with work, multidisciplinary coordinated development, the characteristic of national defense, the domestic well-known,the first-class high level teaching research university in the province. Therefore, this paper takes Shenyang university of science and technology as the research object, explore an effective teacher performance appraisal system, is the current of shenyang university of science and technology university human resources management is an important research subject.In this paper, application of modern performance evaluation theory and evaluation method to the shenyangligong university teachers this specific scope and profession, put forward the shenyang ligong university performance evaluation currently existing problems and the countermeasures to solve these problems. This article is divided into five parts, the first part elaborates the research background and significance of this dissertation, the research both at home and abroad, and puts forward the research idea and method of this paper. The second part to the study of the theory of the performance appraisal as a starting point, the comprehensive analysis of the connotation of university teachers performance appraisal, function, purpose and method. The third part focuses on analyzing the present situation of university teachers performance appraisal and the existence question, which is divided into three aspects, namely the university teachers performance appraisal status quo at home and abroad, shenyang ligong university teachers performance appraisal status quo that shenyang ligong university teachers performance appraisal problems. The fourth part put forward the shenyang ligong university teachers performance appraisal program design, design a set of more scientific andreasonable performance appraisal system. The fifth part mainly introduces the shenyang ligong university teachers performance appraisal system implementation measures and guarantee measures.
