With the advancement of science and technology and the development of society,higher education in China has undergone profound changes through reforms.It has become tendency for higher education reform to strengthen quality education and attach attention to the overall development of human beings.Since the emergence of cultural quality education in the mid-1990 s,it has indeed improved the long-existing phenomenon of "five neglected and five stressed"(heavily educated,light humanities;heavy professional,light foundation;heavy books,light practice;heavy The problem of commonality,light personality,heavy utilitarianism,and light quality)and the cultural quality of university students.However,there are some problems in the implementation of cultural quality education,such as ambiguous understandings of related fundamental theories problems and deviations of curriculum etc.,which restrict the in-depth development of the cultural quality education and its practical effects.Drawing on these points,this thesis explores the issues regarding cultural quality education for Chinese university students through selecting university students in Hebei province as research subject.By exploring the approaches of cultivating their cultural quality education,it is expected to improve the comprehensive quality and innovative spirit of university students.Firstly,on the basis of clarifying the connotation of cultural quality education for university students,this study asserts that cultural quality education is composed of four elements,including education subject,education object,the medium of education and education environment.In the meantime,it analyzes the characteristics of cultural quality education for university students and the principles of its implementation,assorts the historical development of this type of education,sums up its experiences,explores its development tendency and illustrates its theoretical basis.These will lay down the solid theoretical foundation for cultural quality education for university students of Hebei province.Secondly,this thesis explores the current situation of cultural quality education by means of multiple research methods,document analysis,questionnaire survey and interview,with students in five universities of Hebei Province.Findings indicate that the cultural quality education for university students of Hebei Province has the followingproblems: 1)desalination of ideas,namely,the concept of cultural quality education needs to be further deepened,2)deficiency of related curriculum,the curriculum system needs to be improved,3)complicacy of teachers,namely,the quality of the teaching staff needs to be enhanced,4)the environmental intervention,the campus culture education environment needs perfecting and 5)the scattering of students,which requires the improvement of individual enthusiasm for participation.It also delves into the factors affecting the cultural quality education for university students of Hebei province from five respects,the subject-object malposition,the extension of pragmatism,the sequela of examination-based education,the disorder of accumulated ethos and weak information communication.Finally,it puts forward a few strategies for strengthening the cultural quality education for university students of Hebei Province in accordance to the analysis of the problems and causes of this type of education.The strategies include 1)re-taking and clarifying the idea of cultural quality education,2)supplementing curriculum and promoting the reform of the curriculum system,3)optimizing teachers and constructing a team of teachers with enormous potentiality,4)constructing a pleasant campus environment for educating students,and 5)promoting students' initiatives and putting their agency into full play.
