| The goal of physical education is: "to cultivate the people who can accommodate himself to socialistic modernization in our country and the development of the basic education; the morality, intelligence, physique and art are all full developed; the specialized foundation is large; They have the modern education idea, the good scientific accomplishment and the occupational ethics as well as the innovative spirit and the practical ability; They can be engaged in the school sports and the health teaching, the training and the competition work, and can be engaged in school work,sports scientific research, school sports management, social sports instruction. They should be able to a inter-disciplinary talent."As a main elective course for undergraduate students majoring in PE education, track and field plays a very important role in ordinary higher college. In July, 2003, the Ministry of Education gave the number 7 document The Curriculum Plan of National Ordinary College Sports Education Major Undergraduate courses. The college must adapt to the curriculum plan positively, carry it out into the practical teaching, and cultivate the qualified inter-disciplinary talent of PE education major.This article uses the literature-material method, survey procedure (questionnaire survey procedure, expert interview method), mathematical method and so on. The research object is the elective course track and field of PE education major undergraduate course in high physical education college in Hebei Province. Ten Colleges and Universities in Hebei Province recruit students majoring in PE education: Hebei Normal University, Hebei Sports College, Shijiazhuang College, Langfang College, Tangshan Normal College, Hengshui College, Xingtai College, Handan College, Baoding College and Hebei Nornal College of Science and Technology. However, Handan College has only opened the basketball, the body-building exercises, the martial arts as elective courses; Xingtai College has only opened four required courses including the track and field, the basketball, the volleyball and the body-building exercises. Although Baoding College rises for the undergraduate course college and this college will begin to recruit undergraduate students in September, 2009. Therefore the research object can only choose the left seven colleges. The writer makes a complete investigation on the teachers and the students in these seven colleges. Through detailed studies of the present teaching situation and teaching characteristics of track and field as an elective course in PE education in the Hebei Province, the writer tries to summarize different kinds of questions existing in the sports teaching process, and then examine these questions to a higher place, and proposes the practical and feasible solution for the reformation in Hebei Province.This findings of the study can be summarized as follows:First, it is found that the course track and field does not have an universal teaching syllabus at present in Hebei Province.Second, the existing sports facility can basically meet the demand of PE education in Hebei Province.Third, the teaching materials for track and field as an elective course are various in different schools of Hebei province. Six colleges use the textbook published by Higher Education Press, among which three colleges use the same version and the other two share the other version while one college use textbook of Higher School. One college use the textbook published by People's Sports Press.Fourth, there is no universal standard in inspection of elective course track and field for PE education undergraduate students in Hebei province which indicates that different school have different emphasis on students' cultivation and students will graduate with diverse characteristics.Fifth, the teaching method, and teaching form in PE education undergraduate in Hebei province also use the traditional teaching methods, we should use modern teaching methods, the full development of personality of students, enhance the ability of students.Sixth, there has less theoretical contents in elective course track and field for PE education undergraduate in Hebei province,so that knowledge of track and field elective students affected.Seventh, although the proportion of technical courses more theoretical courses,but there has fewer opportunities for students to create, test and apply knowledge, and reduces the independent capability and innovation capability for the students.Finally, this research proposes the corresponding development countermeasures which unified the Hebei Province sports education's actual situation: strengthen teaching goal in the elective course course track and field for students majoring in PE education; optimize teaching material content, strengthen the reform of the course content; strengthen the link of teaching practice and train student's synthesizing capacity; formulate science reasonable inspection assessment method; Use and develop the modern teaching method positively; develop special-purpose teaching material on track and field elective course; strengthen teachers' construction; cultivate the people who are suitable for middle school PE teaching.
