Socialism with Chinese characteristics has entered a new era,which is a new historical orientation.With the advent of a new era and the continuous expansion of social public life,citizens ' public participation awareness will inevitably undergo major changes,and the public participation quality needs to be improved accordingly.The main contradiction in current Chinese society has been transformed into the contradiction between the unbalanced and insufficient development and the people's ever-growing need for a better life.People are no longer limited to the satisfaction of material life,instead spiritual and cultural life and the awareness of political participation,including public participation,have gradually entered people's life.People begin to have the needs for public participation activities and begin to consciously put more stress to exercise public participation rights in accordance with the law and fulfill the obligations of public participation.Senior high school thought politics lesson is destined to cultivate moral education of citizen in a new era of socialism with Chinese characteristics.Faced with new characteristics and new topics caused by new era and new contradiction,it is of both theoretical and practical significance to do research in the process of ideological and political teaching in high school to cultivate students ' public participation to make students express their inner culture through explicit participation behavior,to enhance confidence in the socialist road of China,guiding theories,political system,and confidence in China 's culture.At the same time it is also important to demonstrate the Development Concept,to focus on the mission and responsibility of the people as masters,to nurture a new era of youth with beliefs,ideas,dignity and responsibility.This paper is based on the ideology of high school ideological and political discipline as the core,and takes the high school ideological and political class as the carrier.It makes an attempt to study the status of the high school students ' public participation qualities cultivated in the high school ideological and political class under the background of the new era,role and effective measures.This paper is divided into three parts.The first part is based on the existing theoretical research and systematically defines the concept of public participation in the new era and makes theoretical elaboration.In the second part,through the investigation ofthe current status of the public participation in high school students,the problems and deficiencies are pointed out and analyzed comprehensively.The third part aims at the problems existing in the cultivation of public participation of high school students,and puts forward the corresponding solutions,as well as some suggestions on how to cultivate high school students ' the public participation literacy.
