Generalized the second classroom is all of the educational learning activities in addition to traditional class teaching.The second classroom in narrow sense refers to the student learning practices which have strong comprehensive diathesis except conventional classroom teaching task.Public participation literacy is one of the core literacy of ideological and political courses.It means the willingness and ability of citizens to take part in social public affairs and state governance and take public responsibilities,safeguard public interests and practice public spirit in an active and orderly way.Cultivation of public participation literacy is an inevitable requirement for china to build a civil society and realize the modern transformation of the social governance system.Using the second class to cultivate the public participation literacy of high school students is conducive to improving the pertinence of the public participation in curriculum implementation and the integrity of the public participation in knowledge construction;deepening the infectivity of the public participation in emotion cultivation;enhance the effectiveness of public participation in capacity development.At present,the cultivation of high school students' public participation literacy has the following summary: the knowledge of public participation has the generality but lacks the operability;the character of public participation has the positive but lacks the dialectical profundity;the consciousness of public participation has a certain degree of initiative but lacks of continuous stability;the ability of public participation still has a great development space;schools pay less attention to public participation in the second class and lack of relevant conditions.The main reasons for the above problems are not only social participation mechanism,but also cultural and educational factors.From the perspective of education,the following conclusions can be drawn: the test-taking mechanism and safety pressure have eliminated the kinetic energy of public participation in the second classroom;one-way management and formalism weaken the effectiveness of public participation in the second classroom;the concept of success and traditional culture alienated the parents' concept of fostering public spirit.The strategy of cultivating high school students' public participation literacy through the second class include the following methods: need to improve the pertinence of public affairs themes;Strengthening the goal-oriented of public participation subject;Highlight the interactivity of the public participation process if in terms of the application of principles.From the perspective of activity channels,the campus domain level needs to construct the campus public participation second class in " all-weather ",including through democracy propaganda and legal system training to establish the students' awareness system of public participation and the knowledge system of public participation;through the "double line" mechanism to strengthen the students' public participation ability system;through the discussion group to build some organization carrier of student public participation.In the social field,the public participation literacy of high school students can be cultivated through social research learning and community service learning.
