Political curriculum takes education of Marx’s viewpoint as the core value and it is committed to cultivate modern citizens under the concept of new curriculum. With the development of economy and society, "good governance" has become the pursuit of the times. In the pursuit, citizens in public affairs is essential and become more and more influential. The construction of a harmonious society cannot be achieved without the participation of citizens in public affairs.High school students are about to entering the adult world, experiencing political socialization, which will play an important role in the construction of a harmonious society. Fortunately, senior high school students have a preliminary consciousness of public participation and some knowledge of public participation. However, it is worth noting that some emerging problems in the process of public participation have arisen. In public participation, some students are lack of common sense of public participation, at the same time, they also expose some emotional and disordering issues, in which some of the normal rights practice become extreme events. Of course, these are not separate problems of senior high school students. We have to rethink our civic education. Now, some schools are pursuing the utilitarian of education and taking education as instruments. In addition, teaching in classroom still has not gotten rid of the path dependence of traditional teaching mode, and to some degree, traditional teaching strengthens status of obligation of students, which leads to a disconnection between civic knowledge and the practice of public participation, and causes students’alienation of public life.Cultivating high school students of public participation literacy is the meaning of citizenship education, and political curriculum is an important platform of developing modern citizens. Therefore, in view of the situation of public participation of high school students, the author tries to make some thinking and countermeasures based on political subject curriculum and activity curriculum to cultivate high school students’ public participation literacy. In terms of classroom teaching, the author thinks that should be adhering to the "Life" concept of education. Teacher should optimize teaching methods and enhance the cultivation of public spirit of high school students. Besides the classroom teaching, the author puts forward that the construction of school-based activity curriculum will provide the platform to cultivate the students’ public participation literacy. At the same time, strengthening the research-oriented learning based on public participation is beneficial to the cultivation of students’ abilities of discovering, analyzing and solving problems.
