Research On Restriction Of Principal Powers In Key Senior High School

Since 1985 our country executed the Principal responsibility system,the principal has been endowed the power with overall responsibility for school development,in order to ensure that the principal decrees and directives are truly carried out and has obtained certain achievements in promoting reform and development of school education,enhancing the school's personality and vitality,improving the efficiency of management as well as improving the teaching quality,etc.Practice also proved,implementing the Principal responsibility system can greatly arouse the enthusiasm and initiative of the principal,which is conducive to the healthy and rapid development of the school.In some sense,the existence of the Principal responsibility system has its positive significance.However,the supervision and the restriction mechanism of principal hadn't been strengthened as the principal gained more power.Principal responsibility system also showed some disadvantages in practice,such as not public the school affairs,serious paternalism,arrogance,school property privatisation and so on.Besides,internal power is highly concentrated in key senior school,which is easy to produce the headmaster authoritarian corruption phenomenon.Therefore,the research of key high school principal power restriction is very important.This thesis takes the public high school principal power as the breakthrough point and takes some key high schools as an example.Through the analysis of the particularity of the key high school principal power and the inducing factor of the principal corruption,based on the theory of domestic and foreign high school principal power restriction and our government power restriction,the thesis puts forward countermeasures of high school principal power restriction from three aspects,the principal himself self-discipline and administrative policy of multiple constraints,in order to provide certain theoretical support on high school principal power restriction,eventually to achieve the principal clean governance.
