In recent years,private universities in Shandong have been developing quickly in educational scale,level and condition and have been an important component of higher education in Shandong.The development of private universities in Shandong has promoted the reform of educational system,increased the resources of higher education,satisfied,to some degree,the various and multilevel demands of education and made great contributions to the cultivation of applied talents and the development of Shandong regional economy.The structure of inner management of private universities is a whole set of mechanism and organizing structure in which good interaction can be achieved among stakeholders and the allocation and balance of inner powers can be realized on the basis of inner developing laws and outside developing environment.The optimization of management structure is a dynamic development process with continuous perfection based on the interactive relation among stakeholders.However,the developmental pattern focusing on scale and benefit has limited,to a large degree,the sustainable development of private universities,and some problems in inner management structure have appeared as follows.The decision-making authority for some big issues is in the hands of minority.The self-consciousness of stakeholders to participate in the inner management is weak,while the members are monotonous.Leaders have both the power of decision-making and the power of execution,which results in the lack of supervision and balance of power.All these problems have great influence on the balance of power and the achievement of benefits among stakeholders.Meanwhile,the newly revised Non-governmental Education Promotion Law has pointed that the management of private universities can be divided into profit and non-profit parts;the government should streamline administration,delegate power to the lower levels,encourage private universities to develop characteristic education and brand education and implement the fundamental tasks of carrying out morality education.General Secretary Xi Jinping has pointed in the 19th Congress report that society should be encouraged to run schools with normative school-running mode,and meanwhile the intensive development of higher education should be emphasized.So based on the new policy and law,the inner management structure must be optimized and the modern management ability must be improved in order to improve the teaching quality,school-running level and intensive development.Only in this way can private universities realize the healthy and sustainable development.Therefore,based on the analysis of concept of inner management in private university,the author takes one private university as an example and analyzes the present situation and problems in the structure of inner management,in order to promote the construction of regulations and realize the management of school affairs according to the law.Also it can improve the value identity and pursuit of management democratization,involve the stakeholders in the management,build the balancing mechanism for the conflicts among stakeholders,set up a perfect mechanism of allocation and balance in power.And the author will explore an optimal plan for the management system based on the inner incentive system of the private university.
