Building World-Class universities is an important topic in the development of higher education between Taiwan and mainland.This paper uses policy analysis method,text analysis method and comparative method to study and compare the supporting policies implemented by the two sides in the process of building WorldClass universities.Based on the pursuit of building World-Class universities and cultivating highquality students,the two sides have implemented series of supporting policies in the process of building World-Class universities.These supporting policies are funding investment policy,human resources policy and the expansion of autonomy policy.At the same time,it has also formed different high-quality resources of higher education.Judging from the funding investment policy,the two sides provide competitive funding for some universities based on international and regional needs,which may become World-Class universities,in order to improve the quality of talents training and internationalization.Mainland invests in some universities which may become World-Class Universities and emphasizes on promoting the quality of scientific research and innovation ability by setting step-by-step targets.At the same time,Taiwan invests in both public and private universities.The effects of the funding investment policy are not obvious,because Taiwan is short of goal programming and the amount of funds invested is under mainland.From the perspective of human resources policy,the two sides introduce high academic achievement scholars to teach in top-ranking colleges and universities based on the demands and using-oriented.More autonomy are given to universities and funding to scholars in order to highlight the positive effects of them.Compared with mainland,by means of setting awards,Taiwan focuses on the implementation of flexible wages to retain talents due to the trend of declining birthrate and high turnover of talents.The strict and comprehensive professional-title judging system and complaint implemented in Taiwan is worth learning.Similarly,the ability of attracting young scholars to teach in the universities can also be used as a reference for Taiwan.Judging from the policy of expanding the autonomy in the universities,under the principle of unanimity of powers and responsibilities,the two sides both decentralize autonomy to a small number of universities with high-quality resources first,and gradually expand the scope of policy implementation.Due to regulatory mechanism between market and government in mainland,the autonomy of some universities needs to be regulated by the government properly;Taiwan region is dominated by the market and should avoid the risks posed by political parties.The cooperation between the World-Class universities in both sides and the sharing of high-quality higher education resources will promote the quality of crossstrait higher education.On the basis of one-China principle,under the background of the Taiwan project of “one country,two systems”,the exchange of high-quality talent resources and the joint participation in research in both sides have all contributed to the improvement of supporting policies and the quality of cross-strait higher education.
