Mainland China, Taiwan, Hong Kong To Build A World-class University Policy Research

Since 1990s,the higher education policy is different from country to country.But there is a same trend among them,that is to make great efforts to pursue excellent in academic and to built up a few word class universities.Not only developed countries like American and western countries have their own word class universities but also developing countries have begun to build their word class universities.China has begun to make her efforts.But there are three special areas where their higher education has its own characteristics in China because of especial historical and political reasons.The three areas' names are mainland,Taiwan,and Hongkong in China.Mainland established its policy of building word class universities named "Project 211" and "Project 985" in 1995 and 1998 respective.Taiwan formed its policy named "Plan in pursuing academic excellence" in 1998.and Hongkong put its policy named "Program of building excellent academic areas" into practice in 1998.Evaluating system appeared because most countries and regions pay great attention on building word class universities.But "what is a word class university?" this question doesn't have a accordant concept among the academic area.In general,most scholars emphasize that a word class university has a good international reputation in its education.Because it is important to build up a world class university through establishing policies and is also necessary for our China to have our own world class universities,I intend to make a research on the policy of building up world class universities in mainland,Taiwan and Hongkong.There are five parts in all.The first part is introduction.This part contains origin of the thesis,the significance of the thesis,explanation of some special conceptions,and summarize of literature.At last there is the method of doing this research.The second part is the background of building world class universities.At first,I talk about the same setting in China.And then its own different contexts in three areas,there are social background and reformations in these areas.The third part is about the guidelines,goals and missions of the three policies.The fourth parties the most important part in the study.It contains the content of these policies.They are desirability,goals,process,principle of distributing outlay,and examine and evaluating systems.The last part is comparing the policies and the conclusions.At first I discuss the sameness and differences of the three policies.Then I summarize some characteristics and at last,I sum up some useful methods in Taiwan and Hongkong,China.Maybe we can learn from them.
