The improvement of the quality of education in the international range has been highly valued,for supervision and evaluation of the quality of education has become increasingly important.Regardless of the mechanism of monitoring and evaluation,index system,Mainland China closely follow the international pace.But there still exist some problems in the actual operation.For example,the Quality Assurance and Evaluation(QAE)system is not perfect,and more emphasis on the result evaluation than the process evaluation,and formalize the process of the evaluation.Taiwan performed well in the previous PISA tests and TIMSS tests,and developed their local TISA test according to the PISA system to monitor the quality of their primary and secondary education.Relatively speaking,Taiwan's QAE system is more mature than Mainland China.Therefore,this study selected the representative areas as a case,trying to study the similarities and differences of the QAE system in elementary schools between Taiwan and Mainland China.And in order to explore the characteristics and put forward the possible improvement measure.Specifically,this study takes A county of Taiwan and B district of Guangzhou city as examples.This study has combined the historical development of international and cross-strait educational evaluation through literature analysis;analyzed the central guidance and local policies and the implementation of policies of the elementary schools on both sides through policy analysis method;analyzed the advocacy coalitions and their briefs in the policy implementation based on the ACF theory;compared the policy implementation of A county and B district through interview and observation methods and finally come to the conclusions and suggestions.The conclusions of this study are:1.The Implication of The QAE is Realistic2.Research on the QAE is Evolutionary3.The QAE Policy Change is Faster in Taiwan Than in Mainland China4.The Native Theories of The QAE Urgently need to Develop5.The QAE Policy Implementation system is More Mature in Taiwan Than in Mainland China6.The Degree of Social Participation is Higher in Taiwan Than in Mainland China...
