The policy of Taiwan accepting students from China mainland was through the legislation in Aug.2010, since2011, universities in Taiwan have begun to recruit mainland students to Taiwan to pursue the degree. But the situation wasn’t good that year. One of the important reasons was that the higher education management department of Taiwan knew little about the want of mainland students, leading to some misunderstanding and estrangement.Through the survey of higher school students from six schools in Nanjing, we can know the intention of mainland students and its influencing factors. The result shows that,37.93%of them has the intention to study in Taiwan, at the same time, the proportion of students who don’t want to go to Taiwan is15.71%. As to the choosing of universities, nearly90%of the students hope to study in different kinds of public universities, while only10.2%choose private universities.The three main influencing factors are:academic background, the awareness level of the policy, financial aid and revenue expectations. First, the types of schools, the subjects they read, the levels of family economic can lead to different intention for studying in Taiwan. Second, the more one knows about the policy, the more inclined to choose a higher willingness to Taiwan. Third, higher degree of financial and earning expectation lead to higher intention to study in Taiwan. Based on the survey of mainland students about their intention to go to Taiwan, we can get an interpretation about the policy of Taiwan starting recruit mainland students. After analysis, there are mainly three problems existing now:First, the policy conception is too low, as it’s difficult for the authorities of Taiwan to avoid the narrow political consideration. Second, because of lacking of communication, the policy-making department estimates improperly about the wishes of mainland students. Third, the publicity of the policy is not enough, so mainland students know little about it.In view of this, we suggest that:First, the higher education departments of Taiwan should broaden the mind, review the policy and actively improve it. Second, universities in Taiwan should make efforts for the publicity to promote the information sharing. Third, the mainland government should expand the subsidiary department to help Taiwan’s college entrance. Fourth, mainland students should open the mind to enhance the understanding about Taiwan and higher education in Taiwan. We convinced that, according to the interaction from different subjects, the policy of recruiting mainland students would have a better development under the good political background.
