With the prosperity of internet technology and the popularity of mobile terminals,the internet expeditiously integrates into the learning and daily life of university students,which not only changes their initial life styles,but also profoundly influences their values and ways of thinking.On one hand,as a significant carrier of ideological and political education in universities,the internet becomes a new platform that guides the social value orientation of university students,establishes the correct ideology and increases students' knowledge,facilitating the life and study of university students.On the other hand,network information spreads promptly,mixed up with authenticity and falsity.However,students are inexpert in discriminating public sentiment information,which leads universities to be distribution centers of sensational information.In recent years,network public opinion events happens frequently in universities.Under the "the spiral of silence" effect,network public opinion in universities is prone to proliferate and oscillate.Even with network public opinion in society,miscellaneous cultures have emerged.The fermentation has spawned secondary public sentiment,and it has brought more difficulties to network public opinion governance in universities.If universities suffer from a decline in the degree of credibility due to improper handling of public sentiments,universities in the long run were easily fallen into"Tacitus Trap" and damaged the university's reputation.For the university administrators,it becomes an important problem that how to effectively guide university network public opinion,explore more suitable governance strategies with more operational value and wider applicability.Based on the governance reality of network public opinion in China's universities and domestic and foreign related research results,the thesis starts with the document analysis,defining the core concept,links,and characteristics of the network public opinion in universities and review their development history.Secondly,a survey questionnaire and an interview outline on the status quo of network public opinion governance in universities were designed from the five dimensions of monitoring and collecting,judging,early waming,handling,and evaluation of network public opinion.The Questionnaire survey was addressed to students from six universities including Fuzhou University,Fujian Normal University,Fujian Agriculture and Forestry University,and Minjiang University,Fujian University of Technology and Fujian Medical University.Moreover,the author interviewed the university administrators in six universities.According to the results of the both surveys,some problems could be concluded,such as the current monitoring methods of the network public opinion in universities are lagging behind,judgments are lack of punctuality and accuracy,the early warning is delayed,the system of early warning is imperfect,the treatment is improper,and the evaluation results don't conform to expectation,etc.Reasons could be generalized from governance concept,governance structure,the degree of convergence in governance link,governance team,and governance technology.Finally,based on governance theory,PDCA cycle theory,and "gatekeeper",theory,taking the four perspectives of concept renewal,subject innovation,link tandem and safeguard measures as the entry point,actually combined with what should be,the author puts forward the governance strategies of network public opinion in universities,to provide a reference for the effective implementation of network public opinion governance in universities.
