With the continuous decline of the level of football competition in our country,the people’s voice for football reform is constantly rising.Party and state leaders attach great importance to this issue and have made a series of measures.Campus football is launched under this background.Haidian District actively corresponds to the national policy.In 2015,Haidian District Education Committee formulated the "Three-year Action Plan for Campus Football in Primary and Secondary Schools in Haidian District".The plan has deployed ten key tasks in ten aspects of teaching,training,competition and guarantee of campus football in Haidian District,which can be divided into eight major projects and two major systems.By using the methods of documentation,questionnaire,expert interview,field investigation and mathematical statistics,this paper investigates the characteristic schools of campus football in Haidian District,in order to understand the development status of campus football,analyze the implementation of the "Three-year Action Plan for Campus Football in Primary and Secondary Schools in Haidian District",and summarize the excellent experience in the development of campus football activities in Haidian District.Provide examples for the development of campus football in other cities of China,point out the shortcomings in the development,and point out the direction for the follow-up work in Haidian District.Through the research,it is found that the development of campus football activities in schools with characteristics of football in Haidian District is generally good,and the following conclusions are drawn:1.The implementation of the ten key tasks in the Three-Year Plan of Action for Campus Football in Haidian District is generally good.The overall layout of campus football has formed a six-in-one layout pattern consisting of national school football characteristic schools,Beijing school football characteristic schools,Haidian district school football experimental schools,pilot counties(districts),comprehensive experimental areas and "Mantianstar" training camps.A three-tier league system has been established,which consists of class league,inter-school League and Haidian league.Haidian District talent pool project was successfully launched,which strengthened the talent attraction.The District Educational Committee has formulated a series of related system of campus football,which has played an important role in standardizing the development of various work of campus football.2.The implementation of individual work is good,but it still needs to be further improved.Football teaching in all schools with football characteristics in Haidian District can meet the requirements of class hours,but there are some problems with inappropriate curriculum arrangement.The organizational leadership system has been basically established,but the membership and division of labor are still unclear.The training of football teachers is well carried out,but the number of football teachers is scarce,and external teachers have become an important force in school football teaching.Football international exchanges have been actively carried out,but the number of participating schools is still small,and the coverage of exchanges has not been popularized.3.Football culture work and football special funds guarantee are still the focus of the next step.The development of football culture in Haidian Campus Football Characteristic Schools is uneven.Some schools do not attach enough importance to football culture and there is a lack of football culture on campus.Shortage of football funds is still the main reason that restricts the development of school football.
