Basic education is a national education that everyone must accept.The key step in cultivating future talent lies in the development of basic education.With the development of basic education,China has realized free compulsory education.According to China's existing basic education management system,the financial investment for basic education is mainly borne by local governments,and the imbalance between economic developments leads to local governments.There is an imbalance in the investment in basic education.The degree of local government investment in basic education is affected by the level of local economic development.Due to its special demographic factors and economic factors,Henan's basic education investment is lower than the national average.Due to the underdeveloped economy of Henan Province,the population ranks first in the country.Compared with other provinces,the problem of insufficient investment in basic education funds is particularly serious.Henan Province is located in the Central Plains.The development of basic education plays an important role in the future development of Henan.The cultivation of talents has been emphasized since childhood.This has transformed Henan from a large population province into a large talent province,and promoted the continuous development of Henan Province in the new era.Therefore,increasing investment in basic education is the most critical core point for cultivating talents.The main content of this paper is:First,in the course of the research,this topic explains the theoretical foundations involved,such as educational equity theory and public product theory.Through the combing of the theoretical basis,the public product attributes of basic education and the connotation of educational equity are clarified.Second,select the corresponding indicators to measure the intensity of local government investment in basic education,through the "China Education Funding Statistical Yearbook","China Statistical Yearbook"(2006 to 2015)and the official website of the National Bureau of Statistics,the Ministry of Education official website The data is aggregated,and the data of education funds in the basic education budget,education budget within the budget,local GDP,fiscal revenue and expenditure are collected and analyzed.Using comparative research methods,we first understand the changes in local government investment in basic education during the decade of Henan Province from 2006 to 2015(the “Eleventh Five-Year” period and the “Twelfth Five-Year Plan” period),and then compare Henan Province with the central and western regions.Through the comparative analysis of the relevant indicators of government basic education investment,the overall understanding of the problems of the Henan provincial government in the investment of basic education: Henan Province's fiscal education funds accounted for a low proportion of GDP,the education budget within the basic education budget accounted for a low proportion of fiscal expenditure,The increase in the budgetary education grant and the fiscal recurring income growth rate is lower,and the gap between the education budget of the basic education and the average budget is significantly different from that in the central and western regions.In addition,through the factor analysis of the problems existing in the investment of basic education in Henan Province,it is found that the relevant laws and regulations of education investment,the central financial transfer payment system factors,the importance of Henan local government to the basic education,and the factors of diversified education funding system The level of local social and economic development is an important factor affecting the investment of basic education in local governments in Henan Province.Finally,on the basis of discovering the problem,this study proposes how to increase the local government's policy recommendations for basic education investment: establishing and improving laws and regulations related to basic education;the central government should implement financial transfer payments for basic education in Henan Province;increase Henan Province Local government attaches importance to basic education;perfects diversified financing channels to invest in basic education;vigorously develops local economy and increases total investment in basic education.
