The training institutions outside the primary and secondary schools are favored by investment operators and parents because of their low investment in the industry and familiarity with test-taking skills.With the development of training institutions outside primary,and secondary schools,problems such as low entry conditions,imperfect exit mechanisms,unqualified teacher qualifications,and inadequate supervision mechanisms have not only seriously hindered the rationalization of their norms,but also damaged parents.The legitimate rights and interests are not conducive to the creation of a good development atmosphere in the training market.This paper discusses the legal problems of training institutions outside primary and secondary schools in China by using the methods of literature research and comparative analysis,focusing on four aspects:legal mechanism of admission,withdrawal,legal mechanism of teachers' qualifications,and legal mechanism of supervision.It draws lessons from the advanced management experience of foreign countries,and then puts forward reasonable countermeasures for improving training institutions outside primary and secondary schools in China,Firstly,in terms of access legal mechanism,we should improve the relevant legal provisions,improve access examination and approval agencies,and quantify access standards.Secondly,in terms of exit legal mechanism,we should formulate exit early warning mechanism.standardize the exit mode of institutions,construct exit supervision mechanism,and construct exit supervision mechanism.Thirdly,it will be helpful to improve the legal mechanism of teachers' qualifications by formulating strict teacher qualification system,improving teacher appointment system,improving teacher training mechanism and formulating scientific assessment mechanism.Fourthly,it is an important measure to improve the legal mechanism of supervision to clarify the responsibilities of the supervisors,to give full play to the supervisory role of social organizations,to establish a supervisory system of teaching quality,and to improve the supervisory and cooperative mechanism.
