Situated in remote area, the northeast of China develops not as well as the othersouth areas, especially the living standard of peasant in Heilongjiang province. Inorder to live better and to let their families have better lives, many peasants leavetheir hometown and go to seek work in cities. They are being called“peasant-workers”. As a new strength, the peasant-workers immigrate into citiesfrom the1980s and become a new kind of labor force. Taking their economicproblems and the household registration policy into consideration, they cannot keeptheir children with them when they go to work but only leave them at home andcommand to friends’ or relatives’ care. As a special group, these children are beingremembered as “stay-at-home children”.As the vulnerable groups in society, the education, safety and behaviorproblems of stay-at-home children which are caused by various reasons arebecoming more and more obvious. The paper presents the writer’s own opinions ofthe current status of the education, problems and reason of stay-at-home children inHeilongjiang Province. From the paper, you can find out effective suggestion inorder to improve the current education status and promote social harmony which as aresult can reserve solid strength for the development of rural society in future.There are7chapters in the paperⅠ) Introduction.Briefly introduce the background, purpose and significance of the paper and thecurrent situation and the research contents and methods.Ⅱ) Related concept and basic theory.This chapter explains the definition of “stay-at-home children in rural area” andseparately introduces the relevance theory of pedagogy and psychology. Ⅲ) The status analysis of stay-at-home children in Heilongjiang rural area.This chapter first introduces the basic condition of stay-at-home children inHeilongjiang rural area, then present four tutelary types of stay-at-home children.Ⅳ) The problem of stay-at-home children in Heilongjiang rural area.After investigation and analysis, the problems of learning education, safetyeducation, psychological education and moral education are very general. Chapter4specially discusses and analyzes the four problems.Ⅴ) The reason of stay-at-home children education problem in Heilongjiang ruralarea.From three aspects (government, school and family), completely discuss theexisting reason of stay-at-home children.Ⅵ) The solution of stay-at-home children education problem in Heilongjiang ruralarea.Present relevant solution to the above problems and discuss from three aspects(government, school and family) separately. In order to solve the problem,government, school and family should cooperate closely and pay much moreattention on stay-at-home children and provide a better educational environment forthem.Ⅶ) Conclusion and prospect.Summarize the paper and present a prospect for the research.The paper makes some suggestions to district government and schools in orderto relieve the pressure of the education problem of stay-at-home children inHeilongjiang Province. Combining the education and psychology theory andconsulting a number of research results about the subject, the paper analyze anddiscuss the current status, guardianship type and problems of stay-at-home children in Heilongjiang Province by theory and practice, and give some advice andsuggestion. The paper also put forward some solution in order to arrangestay-at-home children and relieve the pressure from them in rural area, which on theother hand, have guiding significance for future research.
