Pick to since the 18 th National Congress of the Party,the construction of socialism with Chinese characteristics has made great achievements,and the reform and opening up of our country has also stood on a new historical starting point.To promote the modernization of the national governance system and governance capacity is an important part of deepening the reform in an all-round way.Enhancing citizens' public participation consciousness and ability is an important link to improve our country's governance ability.The social practical activities of citizens' public participation can promote the overall development of citizens,improve the national literacy of our country,and then promote the progress of the whole society,and the realization of the great rejuvenation of the Chinese nation Chinese Dream.In today's society,the cultivation of citizen's public participation literacy consciousness and ability mainly depends on the cultivation of ideological and political class,so the high school ideological and political class is particularly important for the cultivation of public participation literacy.In 2003,China implemented the basic education curriculum reform,adopted the general high school curriculum plan and the curriculum standard experimental draft,guided the practice of high school curriculum reform for more than ten years,but there are still many urgent changes that are not suitable for the actual situation of our development.Among them,for the ideological and political subject,it is clear that the nature of the curriculum of the ideological and political course in senior high school is based on the fundamental task of building up people by virtue and cultivating the socialist core values as the fundamental destination,To help students establish the correct political direction,improve the core literacy of ideological and political subjects,enhance social understanding and participation ability of comprehensive,active subject curriculum.Focusing on political identity,scientific spirit,awareness of the rule of law,public participation as the content of the subject core literacy,has become the first-line teachers in the teaching work of the focus.As one of the fourqualities,public participation literacy is the foothold of high school students' participation in social life.At the same time,the high school stage is the key period of students' growth and development,and the stage of forming and establishing individual world outlook,outlook on life and values,so the high school stage cultivates students' public participation Literacy,improve students' ability to participate in public,is conducive to students to better participate in social life,promote the overall development of students,and lay the foundation for students' lifelong development.The high school ideological and political course is the main position to cultivate students' public participation consciousness.In this thesis,case investigation,interview and literature research are the main research methods.Through the questionnaire survey of students in Shijiazhuang and Tangshan,the teachers of a middle school in Shijiazhuang were interviewed to enhance the credibility of the article.At the same time,they participated in the establishment and daily activities of a simulated CPPCC association in a middle school in Shijiazhuang,and realized the cultivation of public participation literacy in school community activities.This paper is divided into three parts,the main contents of each part are as follows:The first part mainly analyzes the relevant theories and the significance of cultivating high school students' public participation literacy.The related theory analysis part,mainly includes the related concept definition and the theory source analysis,from the public participation scope different definition public participation concept;according to the literacy word source and its explanation in the modern Chinese dictionary,has defined the literacy concept,according to the two concepts integration,has defined this article key word "the public participation accomplishment" the concept.The theoretical sources mainly analyze the theoretical basis of the theory of public participation in the history of Chinese philosophy,western philosophy and Marxism.Chinese philosophy In the history,we compare the thought of entering the WTO with that of Laozi,and highlight the viewpoint of entering the WTO,that is,the expression of the participation of ancient Chinese in public political life.In the history of western philosophy,the city-state system ofancient greece first embodied the public participation of citizens,while the liberalism and communitarianism in capitalist society all held positive attitude towards public participation.The viewpoint of practice in Marxism,the viewpoint of all-round development of human beings and the viewpoint of human nature also provide the theoretical basis for the quality of public participation.In the significance part of cultivating public participation accomplishment,it mainly from the significance of cultivating high school students' civic consciousness and high school ideology and government.The second part is the current situation of high school students' public participation literacy and the obstacles faced in the process of cultivation.According to the questionnaire and teacher interviews,it is concluded that the current public participation literacy of high school students has the following two aspects: the first student has strong willingness to participate in public,the way is insufficient,the second student has insufficient knowledge and ability to participate in public participation.And it is faced with students' self-contradiction of public participation behavior,teachers' unclear understanding of public participation literacy,and schools' insufficient attention to public participation literacy.The third part mainly analyzes the countermeasures of cultivating public participation accomplishment in high school ideological and political course.It mainly expounds three aspects: first,developing teaching resources to enrich students' knowledge of public participation,second,improving teaching mode to enhance students' interest in public participation,and third,enriching teaching activities to broaden students' channels of public participation.In the aspect of developing teaching resources,it emphasizes the development of textbook resources,the grasp of local characteristic teaching resources,and the screening and utilization of network teaching resources.In the aspect of improving the teaching mode,the author puts forward three aspects: creating an open and interactive classroom,using the living teaching idea and enriching teachers' teaching methods concrete measures to increase students' interest in the ideological and political classroom,and then stimulate students' enthusiasm for public participation.In order to enrich teaching activities andbroaden the channels of public participation,this paper mainly introduces two main ways to set up a school association with a middle school simulation association in Shijiazhuang as an example,and to actively participate in social practice activities.With the deepening of China's reform and opening up,as well as the requirements of building a modern national governance system,it is particularly important for high school students,as the future successors of the country,to enhance their sense of ownership and cultivate public participation literacy.
