Research On The Efficiency Of Chinese Aged Service Industry And Its Influencing Factors

China has accelerated its entry into an aging society.Although the old-age service system based on home-based,community-based and institutional support has been established in recent years,the elderly consumer market has taken shape.However,with the increasingly aging trend in China,the demand for old-age services has increased,and the low utilization rate of existing resources has seriously restricted the development of the aged care service industry.There are insufficient old-age services and product supply,unsound market development,andthe effect of policy implementation are not obvious and other issues.Therefore,how to measure the efficiency level of the old-age care institutions and analyze the factors affecting the efficiency of the old-age care institutions is a problem that the government departments,the society,and the old-age care institutions are very concerned about and urgently need to solve at this stage.This paper chooses stochastic nonparametric data envelopment analysis to study the efficiency of China's old-age service industry,and builds a Tobit panel model to further analyze the influencing factors affecting the efficiency of the aged care service industry and explain the efficiency impact mechanism.It also analyzes the contradictions existing in the field of old-age services,and proposes relevant policy recommendations for the development of the old-age service industry in the future.The results show that:(1)China's old-age service industry service efficiency ranks first in the eastern region,followed by the central region and the western region.However,with the development of the national economy,the overall development level of the aged care service industry and the efficiency of the aged care service are gradually increasing and gradually becoming more balanced.The efficiency of the aged care service industry in the western region is significantly lower than that in the eastern and central regions.However,the trend of the efficiency of the aged care service industry in the western region is obvious.It shows that the old-age care service industry in the western region must adapt to the sluggish macro environment and must change the existing growth model.In order to improve efficiency,look for the path of intensive development.(2)Factors affecting the efficiency of the aged care industry include institutional ownership,institutional size,institutional facilities,income levels,and management levels.According to the influencing factors,seven variables are selected,which are the education level of employees,the per capita fixed assets value,the per capita consumption expenditure,the number of beds per capita,the proportion of welfare institutions,the proportion of large-scale pension institutions,and the proportion of management personnel.Finally,the results of Tobit regression show that the education level of employees and the proportion of large-scale pension institutions have not passed the significant test,indicating that there is no impact on the efficiency of the aged care service.The per capita consumption expenditure and the proportion of management personnel have a significant effect on the efficiency of China's aged care service industry.In the positive direction,the impact coefficient is about 0.2%and 23.1%respectively;the per capita fixed asset value,the number of beds per capita,and the increase in the proportion of welfare institutions have a negative impact on the efficiency of China's old-age service industry,especially the per capita occupancy index.Significantly,the coefficient of influence is as high as-290%.
