Study On Evaluating Knowledge Service Capability Of Universities In Shanghai

21 century is the age of knowledge economy. It is built on knowledge and information reproduction, redistribution and reuse. As institutions of knowledge production and transmission,hi-technology research and development,scientific and technological achievements generation and transformation,High-tech enterprise incubation and providing technical service and consulting and so on, it is playing an increasingly important role in knowledge economy. And it is required higher on university social service function and asked the university to participate in regional economic development positively now. So improving the capability of university knowledge service is the key. Thus evaluating the knowledge service capability of university scientifically has an important significance in constructing social service of universities.Firstly, combined with authority theory at home and aboard on university social service and evaluating index system, this paper defines the concept of university knowledge service capability. Based on the understanding and the interpretation of the concept of university knowledge service capability and combined with the system theory of human knowledge activity,it designs the evaluation index system of university knowledge service capability using literatures. There are knowledge service input indicators as human and financial resources, environmental indicators as infrastructure and service team level,output indicators as technology monographs,science and technology achievements transformation and so on. And then as views of scale and technical's angle, it constructs the CCR and BCC model based on DEA to determine the factor of influencing university knowledge service capability. And it also determines the knowledge service input and output indexes contributing to university knowledge service input-output efficiency using grey relationship analysis. Finally, it evaluates the capability of university knowledge service based on statistical data from science and engineering universities of Shanghai,2001-2009.And it gives advice to how to enhance the capability of university knowledge service.The results of the study show that the overall efficiencies of knowledge service input-output are low in 2009.The development of Shanghai science and engineering universities knowledge service input-output efficiency is a growing trend between 2001 and 2009. The knowledge service input-output efficiency of "985" universities shows a descending tendency. But "211" and local universities show the opposite trend. It is technology factor that influents the knowledge service input-output efficiency of "985" and "211" universities. But scale factor is the main to local universities. The knowledge service input indexes have create great influence to knowledge service input-output efficiency, especially the knowledge service human resources.One of the paper's contributions is constructing the evaluation index system of university knowledge service capability. Combined with the human knowledge activity system theory, it constructs the evaluation index system of the university knowledge service capability such as knowledge service inputs,environment and outputs by deducting the concept of university knowledge service capability and referring to literatures. Secondly, it evaluates university knowledge service capability from the angle of input-output and constructs BCC and CCR model based on DEA. It is analyzed empirically based on statistical data from science and engineering universities of Shanghai,2001-2009 at last.
