The Ethical Dilemma And Resolution Of Family Adoption Capability Assessment

Child adoption has been around since ancient times,and the assessment of adoption ability appears after modern civilization.Since the Ministry of Civil Affairs issued the notice of the Ministry of Civil Affairs on the pilot work of adoption assessment in 2012,China has started the systematic assessment of adoption at the national level.Family adoption ability is the most important issue in the process of child adoption.Scientific evaluation and measurement of family adoption ability is the guarantee to maximize the interests of adopted children.The purpose of carrying out the family adoption ability assessment is to evaluate and analyze the comprehensive foster ability of the adoptive applicant through scientific tools and methods,so as to select the most suitable family for the adopted children and to better protect the interests of children.However,because many subjects involved in the adoption of children have their own different interest demands,the ethical dilemma in the adoption ability evaluation process is triggered.Based on several cases of the 2018 Jiangxi province adoption ability assessment,the paper found and summarized the main types of ethical dilemma in the assessment process,including basic value conflict,administrative power intervention,interest conflict,reality and professional role conflict,and human relationship and legal principle conflict.These ethical dilemmas are influenced by multiple forces.From the perspective of the adoptive applicant and from the basic cognition,the adoptive motivation is formed and a series of behaviors are promoted to promote the success of adoption.Among them,there are comprehensive influences from the system level,the interest level and the social root level,which finally leads to the ethical dilemma.At the same time,the ethical dilemma in the process of adoption ability assessment may lead to the loss of the best interests of the adopted children,and have a negative impact on the administrative power subjects and professional subjects involved.In addition,the negative factors caused by ethical dilemma may also bring hidden dangers to social harmony and stability.In order to build a positive assessment of the relationship between the ethical dilemmas in the process of adoption of competency assessment is described,from the administrative level and professional level a two-way incentive,under the two levelsof real improvement,literacy training and form rich,will be adopted for current and future children development and the vast majority of children's rights protection in the vulnerable position,bring forward.
