Research On The Difficulties And Countermeasures Of The Third Party Assessment Institution Of Family Adoption Ability

In recent years,with the rapid development of news media,family adoption began to enter the public's vision.The contradiction between the adoptee and the adoptive parents is increasing rapidly,which leads to social tragedies such as abandonment and maltreatment of the adoptive family,which affects the wide discussion of the adoption issue among the caring people from various fields.Based on the principle of maximizing the interests of children,it is imperative to find the most suitable adoptive family for the adoptee.The subject,content and method of adoption assessment are very important.In 2012,the Ministry of Civil Affairs issued the notice on carrying out the pilot work of adoption assessment,which identified the first batch of pilot provinces for adoption capacity assessment.It is hoped that through these pilot provinces,the adoption assessment content will be improved,the adoption assessment system will be standardized,and the common development of the adoptee and the adoptive family will be promoted.As the main body of family adoption ability evaluation,the third-party evaluation institution plays a decisive role in the adoption evaluation results.There are many interference factors in the evaluation process.If we can't deal with these factors well,it will affect the evaluation results of family adoption,and then bring some harm to the adoptive family and the adoptee.Therefore,it is very necessary for us to further improve the evaluation process of the third-party assessment institution of family adoption ability,comprehensively analyze the interference factors affecting the third-party assessment personnel,and solve the difficulties faced by the third-party assessment institution.This study is based on the assessment of the ability of family adoption in the field with the assessors of the third-party institutions in the process of internship.Combined with the observation method and interview method,it analyzes and discusses the interference factors that affect the assessment of adoption one by one.We hope to summarize the difficulties faced by the third-party assessment institutions in the process of family adoption assessment.The interference factors that affect the results of adoption evaluation mainly include family factors,social factors,administrative factors and evaluation agency factors.In view of these interference factors,the author combines the literature research method,through the collation of previous scholars' research,as well as the actual situation of the adoption evaluation family visited during the internship,and finally obtains some practical suggestions,mainly including: optimizing the ability of the third-party evaluation institution,optimizing the third-party evaluation procedure,optimizing the supervision of the third-party evaluation institution,optimizing the evaluation institution and the government,social relations.Based on the research of the third-party assessment institutions,the author tries to make suggestions for the third-party assessment institutions of family adoption capacity,so as to further improve the assessment of family adoption capacity,taking the opportunity of the pilot reform of adoption work by the Ministry of civil affairs in recent years.
