Research On The Fairness Of Rural Sports Resource Allocation In Anhui Province

This paper takes the issue of rural sports resource allocation fairness as the research object,and uses the methods of literature review,expert interview,questionnaire survey,Delphi method,analytic hierarchy process,mathematical statistics and other research methods.Through the summary on the related theory,it is concluded that the concept,value,content and principle of rural sports resource allocation equity theory.From the reality of rural sports resources,construct the index system of rural sports resource allocation.On this basis,this paper conducts an empirical study on the fairness of rural sports resource allocation in Anhui Province,summarizes the existing problems in rural sports resource allocation,and explores the path of equitable allocation of rural sports resources in Anhui Province.The theoretical system of equitable allocation of rural sports resources in Anhui Province is basically constructed.Through three rounds of expert questionnaire,to determine the index system of rural sports configuration;By constructing two comparative judgment matrix to determine the weight of each index;Using lorentz curve,gini coefficient and tal index respectively,to calculate the three biggest index's weight.The conclusions are as follows:1.A rural sports resource allocation index system was established,including five first-level indicators,including human resources,institutional organization,financial resources,material resources and information policy,13 second-level indicators and 31 third-level indicators.At the same time,the weight of each index is calculated,and the three secondary indexes with the largest weight result are:rural sports instructor(0.1740),rural sports government funding input(0.1634),and rural sports stadiums(0.1193).2.The fairness of the allocation of rural sports instructors and stadiums in Anhui Province needs to be improved.The fairness of the allocation of rural sports resources according to population in Anhui Province is insufficient,and regional differences are the main source of the differences in the allocation of rural sports resources in Anhui Province.3.The existing problems in the allocation of rural sports resources in Anhui Province include:the total allocation of rural sports resources in Anhui Province is insufficient,the distribution of rural sports resources in Anhui Province is uneven,and the allocation of rural sports resources in Anhui Province is wasteful and inefficient.The reasons are that the relevant government policies and systems are not perfect,the allocation mechanism of rural sports resources is not perfect,the market integration allocation mechanism is not formed,and the sports awareness of rural residents is weak.4.The path exploration of the fairness of rural sports resource allocation in Anhui Province is to strengthen the sense of service,and reshape the guiding function of the government's fair allocation of rural sports.To protect the interests of the people and improve the policy and system of fair allocation of rural sports resources;To introduce social capital and encourage the folk to participate in the construction of rural sports undertakings;We will deepen structural adjustment and improve the utilization rate and allocation efficiency of rural sports resources.
