In the new era of comprehensive deepening reform, urban and rural equalization of basic services is becoming an important field of deepening reform. Development of urban-rural integration of the development of rural vocational education put forward new requirements, farmers are most concerned about rural education is most needed and most important public services products. Vigorously develop vocational education in rural areas, how to configure the rural vocational education resources to promote equitable rural vocational education is a key resource to adapt to the new era of urban and rural development issues. In this paper, carefully study abroad on the basis of rural vocational education and education-related theoretical literature on fairness, Zhejiang and Henan Provinces depth empirical survey using questionnaires and interviews, Applying the basic theory of pedagogy and economics, both macro and micro levels of analysis of the situation of rural vocational education resource allocation. On the basis of economic factors, institutional policy factors, cultural environmental factors, the causes of rural vocational education unfair allocation of resources is analyzed, and deal with the problems raised reasonable countermeasures.The thesis is divided into three parts:the first part meaning and rationale for the study lay the foundation for writing research papers; second from the point of view of time series and spatial sequence between urban and rural areas, the difference between the development of vocational education in areas statistics.
