In the nineteen report,Xi Jinping stressed that China should build a powerful education power,which is the basic project to realize the Chinese nation's great revival of the Chinese dream.We must put educational undertakings in the first and priority position to speed up the modernization process of education and do a good job of the people's satisfactory education project.The Ministry of education has also made detailed requests for nineteen major education related deployments.The key to the implementation of the strategy of implementing a powerful country in China is to cultivate college students with lofty ideals and beliefs that are in accordance with the demands of today's society.Therefore,it is very important and necessary to strengthen the construction of Ideological and political education in Colleges and universities,and carry out the policy documents of Ideological and political education in Colleges and universities from top to bottom.This study aims at a scientific and systematic analysis of the block problem in the implementation of the policy of Ideological and political education in Colleges and universities.Through deep exploration,we find that the misinterpretation policy,the target deviation,the policy interception,the choice of execution,the pursuit of private interest and the change of the beam,the expansion of the policy,the artificial attachment,the formalism and the mechanical execution,the execution of the backward and the policy lag are the actual manifestations of the implementation of the political and political education policy of colleges and universities.The phenomenon of these policies has weakened the authority of the policy and its institutions,undermined the interests of the target groups of college students,caused the waste of social resources,influenced the realization of the policy goals and gave the feedback of the policy assessment,and brought difficulties to the formulation of the new ideological and political education policy in the follow-up University..Therefore,the analysis of the"four factors" theory in the Smith policy implementation process model,which is the most authoritative and classic model in the field of public policy,analyzes the ideological and political education in Colleges and universities from four aspects:idealized policy(policy text),executive organization,target group and policy environment.In the course of implementation,the problem of the policy text making process and the text itself,the executive body and its executors,the problem of low acceptance of the document by the target group of college students and the many problems of the environmental factors in the process of policy execution have caused the phenomenon of execution block.In order to eliminate the problem of the implementation block of the policy of Ideological and political education in Colleges and universities,we should first optimize the policy plan,make the scientific and rational control of the policy from the source,and then improve the office efficiency of the educational departments at all levels and the relevant functional departments of the colleges and universities so as to ensure the smooth and effective policy implementation;and the target group should be promoted again to the policy.The degree of acceptance will fuel the implementation of policies.Finally,a sound and favorable policy execution environment should be created to ensure smooth implementation of policy implementation.
