Human Capital And High-quality Economic Development: Numerical Simulation And Empirical Analysis

Since the 19 th National Congress of the Communist Party of China first proposed the concept of high-quality economic development,high-quality development has become an important manifestation of the new era.The knowledge-based,skill-based and innovative human capital,as the main body of national scientific and technological innovation and technological progress,undoubtedly plays a very important role in promoting high-quality development.An objective analysis of the impact of China's human capital stock and human capital structure on high-quality economic development is not only of great significance for promoting the coordinated development of the real economy,scientific and technological innovation and human resources,but also of far-reaching impact on the new stage of development based on a higher level.In view of the above background,this paper attempts to study the relationship between human capital and high-quality development in China based on the endogenous economic growth model of Pugno.First of all,this paper conducts numerical simulation on the empirical data and the situation of high-quality economic development in China,and analyzes the efficiency improvement effect of human capital accumulation on high-quality economic development.Secondly,this paper constructs the index system of high-quality economic development according to the "five development concepts",and makes an empirical analysis of the relationship between labor human capital and high-quality economic development from the perspective of human capital stock.Finally,this paper constructs the index of human capital structure advancement by using the vectorial angle method,and conducts an empirical analysis on the relationship between human capital structure advancement and high-quality economic development from the perspective of human capital structure.Through preliminary research,this paper verifies the following basic relationships.Firstly,the problem of excessive employment in China's service industry weakens the efficiency improvement effect of human capital accumulation on China's economic growth.At the same time,based on the dynamic optimization analysis of the theoretical model,this paper also expands the numerical simulation under the condition of high-quality development,and the variable setting principle is carried out around "the people's evergrowing needs for a better life".The results of the numerical simulation show that the high quality development stage corresponds to the expansion of the relative employment share of the service industry,the growth of the relative output share of the service industry,the increase of the human capital accumulation rate and the slowdown of economic growth.At the same time,the economic growth rate will be lower in the absence of the improvement of human capital efficiency.Thus,structural deceleration is the superficial result of the "quantity" of high-quality development,while the efficiency improvement brought by human capital accumulation is the implicit result of the "quality" of high-quality development.Secondly,this paper verifies the promoting effect of the increase of human capital stock on high-quality economic development.Meanwhile,there is regional heterogeneity in the effect of labor human capital on high-quality economic development.The increase of labor force human capital has the greatest promoting effect on the western region,followed by the central region,and finally the eastern region.Thirdly,this paper verifies that the more advanced the human capital structure is,the greater the promoting effect on economic development will be.The effect of advanced human capital structure on high-quality economic development still has regional heterogeneity.The effect of advanced human capital structure on high-quality economic development is only significant in the eastern region,but not obvious in the central and western regions.Fourthly,through comparative analysis,this paper finds that compared with the stock of human capital,the promotion of the advanced structure of human capital plays a more significant role in promoting the high-quality development of the national economy.From the perspective of sub-regions,the impact of human capital stock on high-quality economic development in central and western regions is more significant,and the impact of advanced human capital structure on high-quality economic development in eastern regions is more significant.The main innovation points of this paper are as follows: Firstly,this paper expands the measurement of human capital accumulation and high-quality economic development in China through numerical simulation,and verifies the relationship between human capital accumulation and high-quality economic development.Secondly,this paper combines the stock of labor human capital with the high-quality development of economy,and discusses the influence of the stock of human capital on the high-quality development of economy.Thirdly,the paper tries to introduce the cross term between the advanced index of human capital structure and the regional dummy variable to analyze the heterogeneous influence of the advanced human capital structure on the high-quality development of regional economy.
