An Exploration Of Social Worker's Cooperative Cooperative Governance For NIMBY Activities

Along with the urbanization and population growth,a great deal of domestic garbage is created every day,which brings more pressure on the local waste plants.In order to avoid to be a “garbage surrounded city”,the only way is to build more waste plants.A waste plant is a NIMBY(Not In My Back Yard)facility,which has negative externality as a characteristic.When an address is selected for a waste plant,protests by local residents often happen.This type of activities is called NIMBY activities.NIMBY activities are critical problems for the government.In order to maintain stability,some projects stop immediately once a NIMBY activity happens.It affects the address selection and the facility construction so that the functioning of infrastructures is affected as well.Sometimes,local government uses a high-pressure treatment on NIMBY activities.The protestors are sent away for launching the project.It causes further activities and upsets government officers,which is not beneficial to social harmony.Knowing the effect of NIMBY activities,it becomes urgent to find out a solution.X region has been decided to be the research area.By doing face-to-face interviews,the author discovered the reasons and consequences of a NIMBY activity in the area.Meanwhile,in order to find out a practical solution to other NIMBY activities for the government,the activity in X area has been analyzed for its process,problems and reasons.Besides,a literature review is provided on the topic of NIMBY activities.Literature is found trying to discover the reasons for the activities from perspectives of governments,residents,polluting companies,psychological reasons,and social movement.It is finally found that solutions only based on the government are becoming more difficult for NIMBY activities in different areas.Therefore,to overcome this problem,associations are needed.As a critical part of society,social work can be broadly applied for the governance of NIMBY activities.This paper intends to combine governance theory and social work in order to discover cooperation among governments,residents,polluting companies,social workers,conservation organizations and opinion leaders.
