NINBY Predicament And The Solution In The Context Of Urban Development

With the rapid development of globalization, the world’s urbanization level has significantly improved and the modern industrial society goes into a new stage of development, experiencing rapid changes in all aspects of the countries’ political, economic, cultural, social, and the people of the world are increasingly living in a "prosperity" scene. However, the appearance of the "prosperity" could not conceal the rapid development of urbanization in the various contradictions and conflicts. Since1987, the United Nations World Environment and Development Committee reported "Our Common Future", the "Environmental Protection" issues increasingly lead to the attention of politicians and scholars at home and abroad, and it becomes one of today’s hottest political issues. Whether it is in Western countries or in the development of the socialist countries, the number of mass incidents is increasing caused by the environmental problems and we call the NIMBY conflict which is caused by negative externalities facilities. With the development of urbanization, the size of the urban population is expanding rapidly, and also increases the displacement of garbage and waste, and an urgent need for large infrastructure digestion of these wastes. But such as chemical plants, sewage treatment plants, power plants, nuclear power plants, substations, crematorium, cemetery, psychiatric hospitals and so on,which has the negative external effects on the body, spirit and economy to neighboring residents and residents are reluctant to be built in the vicinity of their own homes, so dilemma for the construction of urban facilities and Western scholars call such facilities "NIMBY facilities (Not-In-My-Back-Yard NIMBY)" and neighbors hope to escape the facility. The group conflict caused of the building and these facilities known as the "NIMBY conflict" or NIMBY effect.The NIMBY problem is analyzed in the background of urban development and environment by combing the domestic and foreign scholars" opinion, to analyze and define the meaning and attributes of NIMBY facility and NIMBY conflict, to classify and summarize its influencing factors, and pointed out that two different views of the current academic support and oppose the NIMBY conflict. On this basis, doing depth analysis of the NIMBY interests under the urban development context and the characteristics of the relationship and factors causes of action of the participants in the event of NIMBY by Olsen Logic of Collective Action, and summarize the challenges for urban construction and development by NIMBY conflicts. The comparative analysis of Dalian PX events and Taiwan Ilan white rice community self-help action, proposed to solve the problem of urban development NIMBY reasonable road:through institutionalized mechanism to build a combining prevention with control, reduce NIMBY effect and to avoid the adverse effects of conflict to the final solution to the NIMBY problem. Good system design is the premise and through a program of civic participation mechanisms, environmental assessment mechanism, reasonable compensation mechanism specific policy implementation by the central government-city government, city government-corporate-residents, city government effective interaction between the interests of the relationship between the main-EIA institutions to achieve the collaborative multiactor governance, to solve the dilemma of the construction of public facilities in urban development, and ultimately to achieve the sustainable development of cities.
