A Practical Study On The Participation Of Social Work Agencies In The Construction Of Grassroots Social Governance Community

This paper takes W community in Chengdu as a carrier to explore how X social work agency can shape a governance community in the community to promote the improvement of the governance level and capacity of grassroots society.Using literature research,participant observation and semi-structured interviews,and guided by the theory of consultative governance,the article examined the specific practices and dilemmas of social work agencies’ participation in the construction of grassroots social governance communities,and proposes countermeasures and suggestions to address the challenges faced by the agencies.Based on the empirical study,the following three basic findings were found:(1)Social work agencies have used professional social work methods to transform the "absence" of community toward "construction";(2)The practical path of X social work institutions to participate in the construction of grassroots social governance community.The first was to build a community of interaction between the Party and the community under the leadership of Party building;The second was to build a community under the promotion of multi-faceted cooperative governance;The third is to build a community under value consensus;(3)Currently,X social work agencies face many difficulties in building a grassroots social governance community.These include weak policy support,the existence of a competitive bidding atmosphere that is not conducive to agency development,low participation of residents,limited agency synergy,the formalization of agency power and the existence of formal services in the synergy process.Finally,based on the theoretical analysis framework of collaborative governance,some countermeasures and suggestions are given from the perspective of social work organizations to address the difficulties they face from the levels of external environment,engine of collaboration and process of collaboration.For example,they should moderately dwarf themselves and ensure the decentralization of community power;play the role of policy advocates and broaden their own development space;integrate and interpenetrate the consensus values with multiple governance subjects;stimulate the awareness of multiple subjects to build,govern and share together;flexibly change their professional roles and promote the effective participation of multiple subjects;enhance internal governance and improve the synergistic ability;clarify the boundary of authority and responsibility of subjects;and improve the synergistic supervision mechanism.
