"Work Integrated Social Enterprise" has been booming in Taiwan since 2007.It is the most common and popular social enterprise organization in Taiwan and plays an irreplaceable role.Work integrated social enterprises provide supportive employment for the disabled,and promote their social participation and potential development in the form of social integration.Under the organizational ecology of government failure,market failure and voluntary failure,the three departments also promote the emergence and application of new governance subjects with their own advantages.The author chooses three representative and large-scale social welfare foundations for the disabled in Taipei as cases to conduct in-depth research.They have developed different social enterprise action strategies based on different considerations under the organizational ecology.And the different strategies play different roles in the shaping of employee relations,market relations,government relations and social relations with the disadvantaged,and participate in social governance to varying degrees.Because the important function of work integrated social enterprises is "Empowerment" of the disadvantaged,the author takes the object level of organization and governance as the focus of social governance research.Based on three cases,this paper analyzes the three levels of empowerment and the factors that affect the empowerment degree in Taiwan’s supportive employment,namely,disability categories severed by the organization,productivity salary standard,productivity salary standard,the relationship with the foundation and the degree of marketization.Based on the analysis of selected cases,the reference of existing literature and the limitation of current research,this paper puts forward two questions from the perspectives of organizational ecology,social governance and employee empowerment: what kind of external ecology promotes the emergence of new social governance subjects in Taiwan? And what role did the three foundations play in social governance?In this paper,organizational ecology theory,social governance theory and empowerment theory are used as research tools to analyze the external environment of the emergence and operation of work integrated social enterprises from the aspects of government ecology,market ecology and the third sector ecology;As the key subject,the leading top-down mode of government has obvious limitation and lag in social governance;The high dependence of the third sector on government resources makes it difficult for it to achieve independent operation,and then it is difficult to meet the new market and social needs.The current situation and behavior of the three departments shape the external ecological environment for the emergence and operation of work integrated social enterprises.Secondly,the social governance behavior of work integrated social enterprises is reflected in the relationship with governance objects,other governance subjects and society.The object of governance is the main axis of social governance research.This paper introduces empowerment theory into social governance.Based on three cases in Taiwan,empowerment is divided into three levels: individual empowerment,social empowerment and political empowerment.However,after in-depth study,it is found that victory foundation,which seems to achieve political empowerment,has not yet achieved real political empowerment at the level of physically and mentally handicapped employees.Its seemingly completely market-oriented operation mode has given great initiative to employees with physical and mental disabilities,but its political empowerment only stays at the level of organizational leaders,not deep into the decision-making power of employees with physical and mental disabilities in the organization.In the victory foundation,the decision-making of the organization leader determines the action and development strategy of the organization.The top-down operation mode of the organization highlights the differences between the organization leader and the employees with physical and mental disabilities in social class,degree of socialization,degree of disability and disability.How to balance the influencing factors to achieve the internal empowerment from bottom to top is the difficulty of organizational development.
