The scientific concept of continuing education development is the basis for the stable operation of higher continuing education.Under the background of lifelong education system and learning society,accepting high-level education has become the development appeal of the times,and higher continuing education has become an important way to popularize higher education.The scientific concept of continuing education development is not only the need for the development of higher continuing education,but also the need for regional economic revitalization and social service development.Based on the perspectives of stakeholder theory,educational equity theory and collaborative development theory,this study takes "the concept of higher continuing education in Henan Province" as the research topic,and takes the five conceptual dimensions of equality,synergy,integration,openness and characteristics as the entry point,the five development concepts suitable for higher continuing education are summarized.Taking some colleges and universities in Henan Province as the survey object,through the questionnaire survey and in-depth research on the concept of continuing education development in Henan Province,It is found that the current higher education continues still have problem of equal development,coordinated development,integrated development,open development and the practice of characteristic development.Improper foreign experience,uneven development,coordinated development,inadequate integration,inadequate development and inadequate development are the main reasons for the difficulty in implementing the concept of higher education.In order to practice the development concept,the advanced education reform should draw on the advanced experience of the United States,Germany,Britain,Japan and other countries.In the practice of equal development concept:formulate equal development policy and implement equal development policy;in the practice of collaborative development: enhance the awareness of coordinated development and establish coordinated development management system;in the practice of integrate development: establish mechanism for connecting development and strengthen the use of education and teaching information;in the practice of open development: strengthen the integration and opening up of educational resources,establish open platform for sharing educational resources;in the practice of characteristic development: build brand competitive advantage and reshape the characteristic development paradigm.
