Sustainable development concept is leading the direction of global education development.Inclusion,equity,quality and lifelong learning have become the core development concept of global education.Under the background of building the lifelong education system and the learning society,for higher continuing education for academic diplomas,as an important part of China's higher education,how to innovate the school-running mode,improve the quality of personnel training and expand the school-running space has become a common concern of the national education authorities,colleges and universities and the labor market.With the help of ecosystem theory,resource dependence theory and sustainable development theory,this paper explores the sustainable development of higher continuing education for academic diplomas and comprehensively uses literature research method,statistical analysis method,mathematical modeling method,scenario prediction method and interview method to study the evolution process and comprehensive development level of higher continuing education for academic diplomas,explore its realistic dilemma,running space and development trend and focus on its reform and development path.The evolution of higher continuing education for academic diplomas is the result of the long-term interaction between the external environment and the systematic school-running community.It has experienced three stages of development,which are "the circumstances of solo dance","the coexistence of two heroes" and "the situation of tripartite confrontation".It has trained a large number of talents for our country's economic and social development and accelerated the process of popularization of higher education.Now,at the stage of popularization of higher education,there are some problems in the development of higher continuing education for academic diplomas in China.On the one hand,the overall development of the school-running communities is in an ecological imbalance and can not effectively meet the needs of economic and social development and the learning needs of adult learners.On the other hand,the large gap among the human resources stock,continuing education opportunities and continuing education resources exists in different regions of China,which leads to the unbalanced state for the regional development of school-running communities.It slows down the reform pace of higher continuing education for academic diplomas.With the approaching of universalization of higher education,higher continuing education for academic diplomas will gradually enter the stage of "integration and unification".Opportunities and challenges coexist in the development of higher continuing education for academic diplomas in China.At the moment,the evolution of higher continuing education for academic diplomas in 31 provinces(districts and municipalities)in China has formed three development square matrices.With the rapid change of domestic and international environment and the promotion of universalization of higher education,it will continue to evolve.According to the ecological law,we can see that solving the contradiction between supply and demand is the direct driving force for the development of higher continuing education for academic diplomas,and the allogenic succession under the guidance of education policy is the main way for the evolution of higher continuing education for academic diplomas,and enhancing the ability of sustainable development is the school-running goal pursued by higher continuing education for academic diplomas.In the new era,the main reform task of higher continuing education for academic diplomas is to improve its quality,equity,environment and structure in China.Based on the comprehensive analysis,this paper puts forward some suggestions to promote the reform and development of higher continuing education for academic diplomas.Firstly,we should enhance the autonomy of provinces(districts and municipalities)in running schools and adopt regional promotion to carry outdifferential reforms.The first square matrix focuses on exploring education leading and innovation,expanding the development space of running schools,the second square matrix focuses on quality assurance of education,improving the level of school-running,and the third square matrix focuses on promoting the application of information technology,improving the existing school-running ecology.Secondly,we should clarify the school-running ecological niche as a whole,establish the scale ecological niche based on the ratio of teachers to students in the input link of students source,optimize the structure ecological niche and quality ecological niche in the link of school-running community,and form the benefit niche based on multi-dimensional evaluation in the output link of resource.Thirdly,we should implement the sustainable development strategy,adhere to the concept of sustainable development,apply the model of sustainable development,and constantly improve the sustainable development ability of higher continuing education for academic diplomas.
