Strengthening the construction of rural teachers is an important way to promote education equity.Moreover,with the continuous deepening of education reform and innovation and the continuous advancement of education modernization,building a high-quality and professionalized teaching team has become the main task of rural education development under the new situation.At present,the rural teacher training work carried out mainly by the government in China has achieved remarkable results,but there are problems such as single teacher training mode and heavy burden on government functional departments.Under the background of adjusting and optimizing government functions and comprehensively improving government governance capabilities,the growing private public welfare forces began to participate in rural teacher training.Civil society organizations raise social resources through the "collecting sand towers"fundraising channels.With its flexible and diverse advantages,it has gradually formed another training subject outside the government and for-profit training institutions,and promoted rural teacher training from the "one yuan" model of government leaders.Government-led,for-profit organizations and non-government organizations have changed the "mixed”model of filling up the gap.In order to understand the actual operation,achievements and existing problems of civil society organizations participating in the rural teacher training process,this paper selects the domestically influential grassroots education public welfare organization-our free sky(referred to as OFS)as the research object.The "Tao Litian Teacher Training" project was carried out systematically.This article mainly discusses the following three parts.Firstly,the author participates in the rural teacher training in the theoretical level,and analyzes the role,advantages and roles of the government,for-profit organizations and civil organizations in the participation of rural teachers in the idealized situation.Secondly,present the basic situation,training content,training methods and specific implementation process of OFS"Tao Litian Teacher Training"project,analyze the main achievements of the project,and reveal the main problems and their causes,such as lack of flexibility in training project arrangement.In the late stage of sex and training,there is a lack of a sound assessment and evaluation system,insufficient support resources,and lack of professional talents.Thirdly,it proposes to further improve the OFS rural teacher training and promote the participation of domestic non-governmental public welfare organizations in rural teacher training.If we want to start from the institutional environment,improve the legal management system of civil organizations,and create a favorable atmosphere for cooperation with the government and enterprises.When participating in teacher training,civil organizations should also strive to strengthen their own capacity building,broaden the channels for obtaining resources,and improve the professional level of the team,so as to realize the development of the organization itself and the upgrading of project training programs and models.
