The civil organization problem of rural governance has been the focus of socialconcern in China, especially when the absence of the main body of organizations ishighlighted in the process of the building-new-countryside, and it has attracted theattention of the government and scholars once again. The government advocates thatthe farmers should become the main agents in the building-new-countryside."However, the problem is "who are the building new-countryside for and who buildit"More than 900 million farmers having been atomized during the socialtransformation cannot organize themselves obviously; Because of the historical andpractical reasons, such as integration of rural governance systems ,the exemptions ofagricultural tax, many rural grass-root organizations are unable to undertake themission to integrate resources, organize and mobilize farmers alone. With the strengthof civil organizations, we can turn our vision which build and nurture the carrier oforganizations to the civil organizations in the China rural governance, and try to findthe civil organizational resources being able to carry on n-building-countryside andrural governance. Based on the contrastive study about two social welfareorganizations—two old associations in village Hutan and Kunxi of Huizhou, theauthor uses theory about the relation between state and society, along with the China'sdomestic experience and inspiration hidden inside the two old associations, andexplores the functions of the construction of Huizh0u's civil organizations in the ruralgovernance finally.The author carries on a contrastive study between two old associations on thebasis of the description in detail about the organized internal structure, operationalmechanisms and the activities of the basic situation in the two village of oldassociations: One is this thesis adopts two-dimensional analytical framework: ruralelite and community memory, which is constructed by Pro.He when he analysis the ofvillage nature, and make a contrastive study between two old associations about thejoint approach of rural eIite groups and utilization degree of community memory;Two is this thesis compares the relations between two old associations and with respective village government. In this thesis, Huizhou's civil organizations whichbelong to the self-organizing in rural governance plays an important integratingfunction: First, functional integration, will not only satisfy the need of expressing andsafeguarding interests of farmers, it also provides the platform to integrate rural eliteand to absorb resources; second is the integration of sense, such as W village's the oldassociation, recover in a certain way the community memory which has yet not leaved,actually play a role in the integration of consciousness. It also holds that the factorswhich influence Huizhou's civil organizations in rural governance is very complex,and macro-economic,political system and the cultural differences between the regionwill affect their. Huizhou's civil organizations join in the rural governance at themicro-power field, in the incident, through the power game and co-operation togetherwith the village. Therefore, we should know the factors that influence Huizhou's civilorganizations to participate in rural governance, and we can understand these factorswith the micro-perspective of how rural elite groups joint approach to Huizhou's civilorganizations, what degree to use the community memory and how the tension ofrelationship with the Village regime. Based on the two villages provided by theexperience of local, the author makes a theoretical reflection of governance theory,and at the last conducts a preliminary analysis about the question and development oftwo old associations.This thesis has two innovations: First, Previously, the study about China's ruralelite or will be confined to a village or rural community static study, thereby ignoringthe role and impact of the rural elite's dynamic flow from urban to rural areas; orsome papers have concerned that urban elite migration phenomenon and its effects tovillages originally, but the concern as for the veteran cadres and teachers and otherelite groups who retired home from the township and the region is lacking, but incontemporary Chinese villages many social issues often cannot avoid concerning thisspecial group. Therefore, the first innovation is that the author put attention to thesignificance of studying those rural elites who retired home from township in Huizhou,and make a more comprehensive analysis of the reason that those rural elites retiredhome from township and the role of rural governance. Second, in this paper, on the basis of the "Huizhou village governance model" which is offered by Pro.He, theauthor makes an amendment on the concept of "positive elements". According to thesituation of "positive elements" in village Z, Pro.He found that "positive elements" inHuizhou are just stuck in the loose joint-stage of "Constructing an interactive networkof 'positive elements', and then using this network to restrain public authority". Theauthor thinks this view is worth to doubt. Based on the field survey in village W, theauthor thinks that "positive elements" who occupied the advanced resources can befurther divided into "loose" and "close", two kinds of elite groups according to theirjoint approach. The "close" elite group among "positive elements" not only creates amore stable, long-term interactive network each other, but through the construction ofself-organization, it is more and more involved in rural governance.
