In 1984,Rajiv Gandhi succeeded to the Prime Minister of India.Rajiv Gandhi implemented significant reforms on traditional economic and operation system of India with liberalization,marketization and Globalization,so India entered into social transition period.This paper attempts to explore the equity issues in Indian higher education development under the background of social transformation by using the relevant theories of history,political,science and education and analyze the evolution of higher education policy from Gandhi Rajiv to Manmohan Singh government,in further,analyzed the important role of the government and its policies in the process of promoting educational equity.This paper has four parts: first part is the history and development of Indian higher education.It comprehensively interpret the development of Indian higher education in different period.The history of Indian higher education is divided into three stages: the initial development of Indian higher education before independence,the independent development Indian higher education from1947 to 1984,comprehensive development of Indian higher education from 1984 to 2014.Taking time as main,it focused on the achievements and shortcomings of Indian higher education and analyzed the characteristics Indian higher education in India in different period.The second part is the equity issues in the development of Indian higher education.Starting from the background of the social transformation,It analyzed the fairness phenomenon and influence in the field of Indian higher education.The third part is the policy reform of Indian higher education on equity issues.It analyzed policy reform of Indian higher education from four aspects including educational equity concept,completeness of law system,completion of higher education institutions,improvement of higher education policy.When analyzed the improvement of Indian higher education policy,it studied the government investment,privatization development private higher education,security of female education rights,etc.to comprehensively interpret Indian higher education policy.The fourth part is the experiences and lessons of promoting the equity in Indian higher education.It summarized the experiences of India government in promoting the realization of equity in higher education on three aspects including the leading role of government,education equilibrium development and preferential education policy,while pointed out existing problems and shortcomings in the process of promoting the realization of equity in higher education by discussing shortage of education funds,education right of retention disorder,women's higher education opportunities,the obstacles in the development of education for disabled.
