Educational equity is the foundation of the social fairness. The unequity in education development is becoming more and more serious. Facing this problem, people are positively seeking effective measures and ways to protect and promote educational equity. Many scholars have noticed that educational policy has special impact and constraints on educational equity. What's kind of relationship between educational policy and educational equity? What influence does educational policy have on educational equity? How about the running mechanism of educational policy? Can we set up an internal mechanism to promote educational equity just through educational policy? These problems are related not only to the theoretical breakthroughs of educational equity, but also to the process of carrying out the ideal of educational equity, which are very important and needed to be further studied.Based on the reality of the development of educational equity in our country, taking the field of elementary education as its study scope, using the relative theories in the field of educational policy and educational economics, this dissertation makes a deep study about the equity mechanism of educational policy. At the same time, it initially clarifies and defines the relationship between educational policy and educational equity, focusing on the problems of educational equity reflected in elementary education policies in our country. It, in details, analyzes and reveals the policy factors that impact and restrict educational equity. On this basis, it finally proposes the ideal of establishing an equity mechanism of elementary education policy, and has tried to construct one. This dissertation contains five parts.The introduction part, explains the origin of this study, its study purpose and significance; analyzes the existing research documents and points out their shortages; introduces its study methods and train of thought; and outlines the framework for the following contents.The first chapter of the first part expounds the theoretical foundation of educational equity and educational policy, paying great attention to the relationship between educational equity and educational policy and presenting the basic perspectives for the analyzing. It also makes a rational observation and gives out an primary definition to the relationship. Through these analysis, this part aims to build a theoretical foundation for the whole dissertation and construct a platform for the discourse.The second to the fourth chapter in the second part comprehensively studies the problems of educational equity reflected in the elementary education policy in our country. Aiming to the relative policies in elementary education since the open and reform policy, it further makes a text interpretation and an analysis of the policies' practical effect, emphasizing on the policies such as education rights and opportunity security policy, investment policy, and resources allocation policy, and the educational equity problems reflected among these policies as well. From these analysis, it reveals the logic relationship between educational equity and educational policy from the perspective of practice.The fifth chapter, the third part, goes further about the policy factors that impact and restrict the educational equity development. From the three angles as policy bias, ineffective policy adjustment, ineffective policy running, it analyzes the policy factors resulted in the educational unequity and imbalance, including the factors of social arrangements related to the educational policy activities and government functions. Through the discussion, it comes to a conclusion that, one of the effective ways to eliminate educational unequity is to set up an internal equity mechanism in educational policy itself.The fourth part includes the sixth, seventh and the eighth chapters, mainly researching the construction of the internal mechanism in elementary, education policy in our country. On the basis of the above theoretical research and practical analysis, it proposes the idea to build the internal equity mechanism in educational policy and it tries to initially construct a system, which includes, education interest-balance mechanism, the disadvantaged compensation mechanism and resources allocation balance mechanism. Then it systematically discussed the connotations, significance, principles, ways and measures of each mechanism. The fourth part presents the research conclusion for the whole dissertation. It intends to set up an internal equity mechanism in educational policy to promote educational equity in elementary education in our country.
