In recent years,throughout the world Teacher Education reform measures," the cultivation of outstanding teachers " has become a new trend in teacher training.Since the late 1980 s,developed countries in Europe and the United States has started to implement quality-oriented Teacher Education reform.In 2014,China implemented“the Cultivation of Outstanding Teacher Program” and has started to explored the Cultivation Pattern of Normal University students.Up to now,the Cultivation of Outstanding Teacher Program has been implemented for more than four years.To what extent has the Cultivation of Outstanding Teacher Program of each university where the program has been going on? What results have been achieved? It is not clear what difficulties are encountered in the cultivation process,so there is a need to evaluate the Cultivation of Outstanding Teacher Program.This study using CIPP evaluation model,on the basis of the current domestic and foreign evaluation about the outstanding teacher cultivation,the policy requirements of outstanding teacher cultivation as the main basis,combining with the current of problems existing in the field of teacher education and advanced practice in teacher education abroad,discusses constructing an evaluation index system of outstanding teachers cultivation based on the pattern of CIPP evaluation.Using literature method and text analysis method,the following three aspects are studied: first,the current situation of outstanding teacher cultivation evaluation at home and abroad and the application of CIPP model in educational evaluation;second,the value orientation and construction principles guiding the construction of this index system;third,designing the evaluation index system of outstanding teacher cultivation based on CIPP model evaluation from context evaluation,input evaluation,process evaluation and product evaluation.This paper initially formed an evaluation index system of outstanding teachers cultivation based on CIPP model.In the context evaluation,the evaluation is conducted around the "cultivation target of outstanding teacher cultivation"."Cultivation Target" is set as the first-level indicator,and "Social Background","Environmental Conditions" and "Needs of All Parties" are set as second-level indicators,and 5 observation points are set.In the input evaluation,the evaluation is conducted around the "design of outstanding teacher cultivation"."Resource Design","Curriculum Design","Practical Teaching Design" and "System Design" are set as the first-level indicators,and "Student Source Quality","Teacher Status","Teaching Facilities","Curriculum Structure","Practical Teaching Content System","Practice Base","Double Tutorial System","Management Evaluation","Cultivation Mechanism" and "Quality Control" are set as the second-level indicators,and 19 observation points are set.In the process of evaluation,the evaluation is conducted around the "conduction of outstanding teacher cultivation"."Resource Utilization","Curriculum Implementation ","Practical Teaching Implementation" and "System Implementation" are set as the first-level indicators,and "Teachers","Expenditure","Course Content","Class Teaching","Course Evaluation"," Skills Training Course ","Education Internship" and "Quality Control" are set as the second-level indicators,and 19 observation points are set.In the product evaluation,the evaluation is conducted around the " development of normal university students"."Development of Normal University Students" is set as the first-level indicator,and the "Graduation Requirements","Employment Quality" and "Post-service Development" are set as the second-level indicators,and 10 observation points are set.In addition,in the input evaluation,process evaluation and product evaluation,in addition to setting common evaluation indicators,each has added "Addition" column,for colleges and universities to decide whether to submit other relevant materials as a supplement,to prove its cultivation characteristics or effectiveness.Finally,this paper reflects on this research and proposes that Delphi method and survey method can also be used in the research method,and the weight system andstandard system of the index system can also be designed in the research content,which has become the focus of the follow-up research of this study.
