Agriculture,rural areas and farmers are fundamental issues related to national economy and people's livelihood.At the 19 th CPC congress,general secretary Xi stressed the need to firmly implement the "rural revitalization strategy".Education is the foundation of a strong country,but also the foundation of strong rural areas.Rural preschool education for rural training quality reserve force,provide quality rural preschool education public services can solve the rural people's basic needs and worries.To improve the public service construction of rural preschool education,run preschool education to satisfy rural people,and realize the realization of early childhood education,is the premise of the implementation of the "rural revitalization strategy",is the "decisive well-off" stage of the necessary needs.Therefore,it is urgent to investigate the present situation of preschool education public service in rural areas,improve the level of preschool education public service in rural areas,so as to cope with the population tide of "comprehensive two-child",promote the smooth implementation of "rural revitalization strategy",and make every child in rural areas enjoy universal and high-quality preschool education public service.Taking the rural areas of X county,Jiangsu province as an example,this study deeply investigated the development status of preschool education public service in local rural areas by means of literature,questionnaire survey,interview and observation.According to the survey,great progress has been made in the construction of rural preschool education public services in X county.The gross enrollment rate of preschool education in three years has reached 98.7%,far exceeding the goal of "over85% nationwide gross enrollment rate by 2020" in the opinions of the CPC central committee and the state council on the deepening reform and standardized development;The financial investment in rural preschool education increased year by year;The goal of at least one public kindergarten in each town has been met;The hardware facilities of the town center kindergarten basically meet all the requirements of "basic requirements for qualified kindergartens in rural areas of Jiangsu province"(sujiaoji [2008] no.37).The quality of preschool teachers has been improved.At the same time,there are still some problems in the construction of public services forrural preschool education in X County,mainly due to insufficient financial input,a large gap in the development of kindergartens in towns and villages,a large number of undocumented kindergartens,lack of connotation development in kindergartens,and kindergarten "primary school" tendency has not been completely eliminated,the teaching staff is still weak,and the non-staff teachers are treated lower.At present,the reasons for the imperfect public service of rural preschool education in X county include insufficient investment and unbalanced resource allocation;Government management is not in place,the pace of cleaning up unlicensed kindergartens is slow;The professional degree of preschool education management team is not high,kindergarten construction "hard more than soft";Rural economy is backward,it is difficult to retain excellent talents;The parents of children in rural areas have backward concepts and low requirements for preschool education.There are few public feedback channels and little participation of social forces.Based on this situation,in order to improve the public service quality of rural preschool education,promote the smooth implementation of the "rural revitalization strategy",and achieve the goals,the government,kindergartens and all social parties should strive to improve the institutional arrangements,including the investment system,supervision and evaluation mechanism,and accelerate legislation;We will deepen supply-side reform of preschool education,including supply-side reform of administrative personnel and supply-side reform of kindergarten construction,and improve the quality of services and products.We will pay close attention to vulnerable groups,including children with disabilities,the non-staff teachers,and children aged 0-3 years old.We will raise public awareness,strengthen publicity,and improve rural education.
