Research On The Implementation And Advanced Strategies Of Constitution In Shanxi Province

For the colleges and universities,the University Statute is an important approach to ensure its legal representative status and the top-layer-design of managing the university by law.After three years,all the colleges and universities had completed the formulation of the statute,getting into the stage of managing the university by statute.The implementation of university Statute not only be the basic basis for the internal governance,also have a significant impact on public functions.Based on the systematic analysis of literature,this study clarifies the key concepts legality and rationality.After the investigation of colleges and universities in Shanxi province,this study aims to explore the advanced strategies of implementation of the Statute.This essay includes five primary parts.The first is the introduction of the background and significance,methods and ideas,and innovation points.The second discusses the important concepts of University Statute,including its legal status and subjects,the purpose and scope of the formulation,and the two characteristics of University Statute and the relationship with the construction of modern university system,management of the university by law and the more quality of higher education.The third presents implementation of University Statute and concludes the problems of implementation.The forth part analyses the causes of problems.The fifth studies the advanced strategies to better play the role of University Statute in Chinese colleges and universities.
