Accountability,as an effective means of accountability and fault punishment in the field of public management,has been introduced into the development of colleges and universities due to the concern of the society on quality and cost.The implementation of the accountability system in colleges and universities plays a positive role in guaranteeing the quality of education,improving the utilization rate of resources,realizing the expectation of society on colleges and universities,and promoting the sustainable development of colleges and universities.With the deepening of understanding,people’s concern about the accountability of colleges and universities has changed from whether to carry out the accountability to how to implement the accountability more effectively.The issue of effectiveness is a problem that can not be ignored in the process of the implementation of the accountability system in colleges and universities.This paper better defines the effectiveness of the accountability system in colleges and universities by referring to the theoretical research on effectiveness in many disciplines,and on this basis analyzes the influencing factors,realization conditions and evaluation methods of effectiveness.First,the effectiveness of the implementation of the accountability system in institutions of higher learning has its theoretical basis,including the definition of the accountability system in institutions of higher learning,the goal,function and effectiveness of the implementation,while the effectiveness of the implementation of the accountability system in institutions of higher learning refers to the effectiveness of its system,process and results.Second,the effectiveness of the implementation of accountability system in colleges and universities is affected by some factors in the implementation process,including institutional factors,main factors,action situations and outcome evaluation.Third,the effective implementation of the accountability system incolleges and universities requires certain conditions,including improving the interest expression mechanism to strengthen the main position of accountability,establish an effective accountability system,and establish a targeted accountability goal.In the process of implementing the accountability system in colleges and universities,we should establish an executive body,improve the quality of the executive body and create an accountability culture atmosphere.Effectively guarantee the realization and long-term effectiveness of the accountability system in institutions of higher learning.Fourth,establish an evaluation mechanism for the effectiveness of the implementation of the accountability system in colleges and universities,clarify the meaning,function and elements of evaluation,and establish an evaluation system to ensure the effectiveness of the implementation of the accountability system in colleges and universities.
