Discourse is not a simple phonetic or written symbol,it bears value,power,and the operation of power.Foucault's assertion that “discourse is power” brings “discourse power” into the human vision.In a certain field,as long as there are different subjects,there will be discourse power struggle.The establishment of discourse authority is the premise of ensuring the rational operation of power.The establishment of teachers' discourse power is the premise to ensure the smooth teaching and research of teachers,and the key to promote the development of education.Based on the theory of “the concept of power”,this paper analyses the external conflict,internal limitation and the centralization and balance of power structure to highlight the necessity of setting discourse authority.By analyzing the provisions of the Teachers' Law on teachers' rights,this paper constructs a pedigree map of the right of discourse,and clarifies the legal basis of the right of discourse,that is,power comes from rights,and forms a reciprocal development relationship with responsibility.Through the establishment of theoretical basis and legal basis,teachers' discourse authority has the necessity and rationality of existence.Because of the social culture and professional nature,teachers' discourse right is endowed with particularity,that is,the generation,legitimacy,positivity and negativity of teachers' discourse right.Under the shelter of particularity,teachers enjoy the power to speak.At the same time,they should be vigilant against the overstepping of the right to speak,improper use and confusion of positivity and negativity.In order to avoid the disputes brought about by particularity to teachers' power to speak.Teachers should follow four principles to pave the way for the establishment of discourse authority,that is,the principle of consistency of power and responsibility,political principle,moral principle and educational principle.Only by following the four principles,can teachers' discourse power be tensive.From the point of view of the operation of power,teachers' discourse power comes from the state and is used in research and teaching.Therefore,when examining the right to use teachers' discourse,we should analyze the right to use teachers' discourse under state empowerment,in educational research,and in teacher-student interaction.The state is the power support of teachers' discourse power,and also the source of discourse power.Normally,teachers need to exercise the power of speech on the basis of giving full play to their subjectivity because of their social roles and constraints of certain political tasks and economic relations.In the process of transmitting the will of the state,when there is conflict with the will of the state,teachers' choice and discourse power are also limited to a certain extent.In the research,teachers should realize the combination of teaching and thinking.Based on research,teachers should pay attention to the inherent limitations of the starting point,mode,scope and degree of speech.In education and teaching,when facing every student and educating them,teachers also need to be alert to their own internal discourse power,so as to promote the common progress of teachers and students.
