Research On The Socialized Service Mode Of Rizhao City College Stadiums

In the new era,the four major functions of Chinese higher education institutions are the promotion of talents,scientific research,social services,and cultural heritage innovation.Among them,providing social services is one of the important core functions of universities.The sharing of sports,the sharing of sports resources,the sharing of university resources and facilities,and the formation of a coordinated development model are affecting the daily life of the public.The eight colleges and universities in Rizhao City not only have hardware facilities such as stadiums,but also have software resources such as activity organizations and talent advantages.Most of these stadium resources are only used for normal teaching and competitions,resulting in the waste of public social resources.At the same time,The national and local governments actively promote the national strategy of national fitness,and the demand for fitness of the general public is also increasing.This requires universities to consider how to better play the function of social services under the new situation.Based on the methods of literature data,expert investigation,field investigation and mathematical statistics,this paper investigates and analyzes the present situation of the field resources,service mode and operation mechanism of the service mode of colleges and universities in Rizhao City.Focusing on the basic status quo and influencing factors of venue social service model,this paper makes qualitative and quantitative analysis,and puts forward the countermeasures of targeted optimization on the basis of grasping the influencing factors of venue social service.The study found that:1.The present situation of the socialized service mode of university stadiums and Gymnasiums in Rizhao City: the resources are relatively abundant,and 87.5% of them provide socialized service.There are abundant sports resources for opening up,such as indoor venues,outdoor football,basketball and so on.Outdoor balls are mainly free.The majority of venue services are event-oriented guidance services,followed by sports guidance and logistics support,but the overall level of service is not high.Holidays and weekends account for more than 80% of foreign service time.Off-campus service groups accounted for 87.5% of government organs,and social organizations or groups accounted for 75%.The management of socialized service is dominated by sports department,accounting for 87.5%.The market operation rate is low and the marketing guarantee is insufficient.The improvement rate of business process,service system,guarantee system and supervision system is less than 40%.2.Influencing factors of the socialized service mode of university stadiums and Gymnasiums in Rizhao City: school leaders,teachers and students,and stadium managers do not fully understand the socialized service of the stadiums and gymnasiums,and they are concerned about expanding the socialized service of the stadiums and gymnasiums based on factors such as safety,capital and system.There are insufficient funds for the construction,management and maintenance of venues,low level of managers,outdated management mode,insufficient market operation and lack of market intervention.The imperfection of staffing management system,socialized service system,market operation system and safety guarantee system restricts the service level.The overall arrangement of venues is unscientific,restricting the utilization rate of social services,insufficient development of venues' hardware and software resources,and insufficient docking between service items and market demand.3.The Countermeasures of optimizing the socialized service mode of stadiums and gymnasiums are as follows: firstly,introducing market resources scientifically,establishing the joint management mechanism of schools and societies,perfecting the guarantee system of personnel,projects,logistics,supervision and feedback,and promoting the level of socialized service management.Secondly,using modern information technology such as big data to optimize venue arrangement and improve utilization rate;taking market demand as guidance,docking market through modern network carriers,optimizing and enriching venue service functions,and enhancing the level of "soft service".Thirdly,we should strengthen safety supervision and system improvement,pay attention to improving the third-party safety supervision,insurance guarantee and security early warning system,and build a solid security guarantee.Fourth,in view of the outstanding problems in the security,capital and management of the socialized services of sports venues in colleges and universities,the relevant government departments should improve policies and regulations in a timely manner,and should adjust the content and standards of subsidies and funds in accordance with the actual policies of colleges and universities.A multi-sector joint safeguard mechanism should be established to promote the level of socialized services in colleges and universities.
